The Fiscal Policy Lead will lead development and implementation of fiscal policy for long-term services and supports (LTSS) and home and community-based services (HCBS) programs supporting Minnesotans with disabilities. Responsibilities include:

Develop, recommend, and implement fiscal policy including development of legislative recommendations that align with division and department objectives

Provides project management and lead work to support fiscal policy team operations

Provide lead work on communication of fiscal policy operations to the legislature, department staff, lead agencies, providers and other stakeholders

Provide fiscal policy direction and lead technical assistance, training, education, and consultation to legislators, lead agencies, providers and department staff

Minimum Qualifications

3 years of specialized professional experience performing fiscal policy work for a human services program supporting Minnesotans with disabilities.

Experience must demonstrate:

Practical understanding of disability waiver programs, systems, providers and related federal and state laws, regulations, and reporting requirements

Working understanding of Minnesota Medicaid disability waiver programs information systems

Ability to conduct research, analyze data, develop and recommend policy changes

Preferred Qualifications

Leadership sufficient to establish project goals and expectations, anticipate problems, plan contingencies, evaluate results, provide focused feedback, direct work, coach, advise and teach

Organize and develop detailed individual project work plans and prioritize work

Public budgeting, financial, and/or accounting experience to create, analyze and/or refine components of proposed rate system architecture

Variety of experiences working effectively with others from different backgrounds and/or cultures
