All positions require that the applicant be a resident of Wyandotte county or willing to relocate within (12) months from the date of hire. As a condition of employment all employees must pass a post offer physical examination and drug screen. And submit proof of identity and employment eligibility.
The Director of Community Development for the Unified Government is a senior level position that leads a team of professionals responsible for coordinating programs funded through federal and state grants to assist Kansas City, Kansas' economically disadvantaged residents and neighborhoods. The Director of Community Development is charged with the management and direction of these functions and its staff.
The primary sources of funds for the Department include Community Development Block Grants (CDBG); Home Investment Partnership Program (HOME); and Emergency Solutions Grants (ESG). Each of these funds serves a different purpose, and the strategic allocation of funds can support the needs of the most vulnerable as well as drive transformative investments in neighborhoods and business corridors.
The Department manages a robust home repair program. The program includes staff that work with homeowners that meet the eligibility criteria as well as approved contractors to perform important home repair projects.
Community Development utilizes a five-year action plan required by HUD to set priorities and guide the distribution of funds.
Responsibilities include:
Developing strategies on the use of funds received from the Federal Department of Housing and Urban Development (HUD).Presenting programs and policy recommendations to the County Administration and governing bodySupervising all Community Development staffPreparing the annual budget for the department and establishing the fiscal priorities for each division within the departmentReviewing and processing contracts for community renewal activities and emergency home repairPreparing grants and reporting to local, state and federal agencies on grant performance and complianceEnsuring that the UG maintains good standing with HUD and meets all applicable deadlines and requirements for spend management and reporting
QUALIFICATIONS:
Bachelor's Degree in a related field and 7 years of progressively responsible administrative experience in a public agency; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Knowledge of theories and principles related to areas of assignment. Knowledge of applicable federal, state, and local laws, rules, and regulations. Knowledge of policy development, developing and implementing goals and objectives, preparing detailed reports, giving presentations, problem-solving and preparing and administering budgets. Excellent oral and written communication skills and ability to communicate effectively with UG personnel and the public. Must be willing to comply with the residency requirement of moving into Wyandotte County, Kansas within one (1) year.
COMPENSATION:
The salary for the position ranges from $110k - $150k depending upon experience and qualifications.

$36.29 - $73.02/hr.
