Plans Examiner

Starting Annual Salary $53,766.36Under general supervision, reviews and checks all residential and residential related plans for compliance with local municipal building and zoning codes. Provides effective and efficient public service assistance to the general public as well as perform other duties as assigned. This position is a part of the Building Services portion of the Building & Community Services Department.

DISTINGUISHING CHARACTERISTICS:

This is the entry/journey level class in the Plans Examiner series. Differs from the Senior Plans Examiner position as that position provides direction and support to the Plans Examiner position and does Commercial Plan Reviews. This position works with department administration, Building Inspectors, other Development Services Departments, developers, builders, sub-contractors, owners, architects, and engineers. Employee reports to the Director of Building & Community Services.

Senior Plans Examiner

Starting Annual Salary $ 65,353.35

Under general supervision, reviews and checks commercial, industrial, and residential related plans for compliance with local municipal building and zoning codes. Provides effective and efficient public service assistance to the general public as well as perform other duties as assigned. This position is a part of the Building Services portion of the Building & Community Services Department.

DISTINGUISHING CHARACTERISTICS:

This is the top level class in the Plans Examiner series. This position performs commercial, industrial, and residential plan reviews and provides direction and support to the Plans Examiner position. This position works with department administration, Building Inspectors, other Development Services Departments, developers, builders, sub-contractors, owners, architects, and engineers. Employee reports to the Director of Building & Community Services.

Duties and Responsibilities

The duties listed below represent the various types of work that may be performed. The omission of specific statements of duties does not exclude them if the work is related or a logical assignment to this class.

Plans ExaminerReviews residential and residential related building permit applications for compliance with building codes and city ordinances.Participates in developing department goals, objectives and systems by recommending new approaches, policies and procedures to effect continual improvements in efficiency of the department and services performed.Reviews site plans for conformance to regulations of the Zoning Ordinance, including setbacks, landscaping, parking, height, and other specific site or building layouts as required.Reviews plans and specifications of projects to gain familiarity with the projects prior to inspection; performs field inspections to evaluate the work performed and materials used.Processes revisions that address requested information or changes in scope of work to insure compliance codes and regulations.Interprets regulations, laws and ordinances for purposes of plans examination.Reviews specifications and calculations. Advises applicant on methods of compliance. Makes adjustments as necessary.Authorizes approval or rejection of building permit applications based on examination and review.Maintains appropriate records and responds to inquiries directed to the department.Furnish information to the public (citizens, builders, developers, architects, and engineers) regarding the requirements of building codes, zoning and sign ordinances.Facilitate corrections to be made when deficiencies exist and may assist builders, owners, and design professionals in determining how corrections are to be made to ensure conformance.Ensure accuracy when entering and maintaining plan review and building permit records into computer files.Provide a high level of professional service with customers, both internal and externalCooperates with co-workers professionally to accomplish work efficiently and effectively.Perform other duties as assigned.Senior Plans Examiner

Plans ExaminerEducation, Training and Experience:

High School diploma or GED equivalent; Experience in construction preferred.

LICENSES AND CERTIFICATES:

International Code Council (ICC) Residential Plans Examiner Certification preferred.

Senior Plans Examiner

Education, Training and Experience:

Bachelor's degree architecture, civil engineering or building construction fields will substitute for four years of the required experience.Four (4) or more years of experience performing commercial, industrial, and residential plan reviews in a municipal setting; or five (5) years of experience in construction management related field.An International Code Council Building Plans Examiner and Residential Plans Examiner certification will may substitute for the experience requirements.Any combination or education or experience may qualify for this position.LICENSES AND CERTIFICATES:

A valid State driver license is required at the time of appointment and must be maintained throughout employment.International Code Council (ICC) Building Plans Examiner and Residential Plans Examiner Certification preferred.Supplemental Information
