(Anticipated Hiring Range: $66,497.60 - $69,867.20/year)
Positions assigned to this class are responsible for performing technical review and analysis of construction plans to ensure compliance with municipal building codes. Review plans for compliance with buildings, electrical, mechanical, plumbing, ordinances, federal and state regulations and various utility requirements applicable for building construction. Manage building inspector staff and plans review. This position reports to the Building and Safety Manager.Essential Duties
The following are intended to describe core work functions of this classification. While the level and broad nature of essentials duties may not change, specific work tasks may vary over time depending on the City's needs.
Building Plan Review for multi-family, commercial buildings, industrial buildings and residential subdivision standard plans/projects.Interprets state and local codes and standards.Reviews files for inactive, revoked, or expired permits; initiates action against expired permits or to correct code violations; receives phone calls, answers questions and provides information about construction site inspection and code regulations.Provides oral and written responses to construction industry professionals and building owners concerning plan review procedures, code requirements and interpretations.Responds to inquiries, answers customer questions, counter and over the counter permit review, phone calls, email correspondence and general building code inquiries.Attends various meetings with contractors, customers and registered design professionals.Prepares and maintains records of plan review activities, maintains files of legal documents, correspondence and other material.Assists building inspectors on difficult or unusual code requirements for commercial, industrial and residential structures.Conducts field inspections when needed.Train staff and mentor plan reviewers, building inspectors and permit technicians.Supports the City's policies, goals, and objectives and works with management and other staff to achieve such goals and objectives.
Minimum Qualifications
Education and ExperienceGraduation from a college or university accredited by an agency recognized by the U.S. Secretary of Education or Council for Higher Education Accreditation (CHEA) with an Associate's degree or equivalent credit hours and five (5) years paid fulltime directly related experience in plan review for multi-family, residential projects, commercial, and or industrial construction projects involving plan review, building inspection, structural components, mechanical, electrical and plumbing systems, or construction management OR an equivalent combination of education and experience.
Upon Appointment:
Must possess one of the following:
ICC Commercial Mechanical Plan Reviewer, ICC Commercial Plumbing Plan Reviewer, ICC Commercial Electrical Plan Reviewer (an Arizona Registered Architect or Engineer meet these requirements).

Federal, State, County, City codes, ordinances and laws. Residential and Commercial building codes, ordinances, technical building codes, regulations and guidelines and other applicable laws; Basic knowledge of City policies and procedures.Types of building construction, materials, and methods; accepted safety standards and methods of building construction for commercial, industrial, and residential buildings; building related codes and ordinances enforceable by the city; and basic principles of structural design and engineering mathematics.Principles and techniques of construction plan review and building inspection.
Skills
Interpreting pertinent Federal, State, and local laws, codes, and regulations; interpreting and applying City Codes and policies regarding zoning, environmental matters, and other regulations; and to read and interpret complex building plans, specifications, and building codes.Dispute resolution and customer service principles; team leader.Responding to public and governing body issues and concerns, critical thinking; oral expression and comprehension; written expression and comprehension and deductive reasoning.Use of personal computer with word-processing, database, and project management software, e-mail, and Internet access, multiple line telephone, copy machine and simple office machines.Written and oral communication.
Pre-employment RequirementsCandidates who are selected for appointment may be required to be fingerprinted, if 18 or older; successfully complete a background investigation, employment verification and may be subject to a drug/alcohol test, medical, polygraph and/or psychological evaluation. Candidates who are appointed will be required to possess a valid driver's license to operate a vehicle in Arizona or meet the transportation needs of the position.
Physical Demands and Work EnvironmentWork is performed both indoors, in an office setting, and outdoors; outdoor work may be required in the inspection of various land use developments and construction sites; is occasionally exposed to wet and/or humid conditions, or airborne particles. Frequent stooping, bending, stretching, lifting, standing and movement in the areas described are required.
