Job Summary and Essential Functions

This position typically provides management and coordination of the personnel and activities of the Stormwater Management Program Department and all associated activities.

ESSENTIAL JOB FUNCTIONS: Manages and coordinates the personnel and activities of the Stormwater Management Program Department including instructing, assigning, reviewing and planning work of others, maintaining standards, coordinating activities and acting on employee matters. Coordinates all activities associated with compliance of State and Federal National Pollutant Discharge Elimination System (NPDES) Regulations and programs. Prepares and submits MS4 program documents for reporting to SCDHEC. Coordinates and supervises the work of subordinates engaged in the inspection and testing of stormwater management infrastructure, sediment and erosion control to assure compliance with all applicable standards, codes and regulatory guidelines. Reviews and recommends updates to the Stormwater Management Program to the County Engineer. Reviews and analyzes plans and analyses for stormwater and siltation submitted to the County for review under the MS4, stormwater and land development regulations. Compiles, analyzes and interprets technical data pertaining to watershed surface water quantity and quality, urban and agricultural hydrologic programs, rainfall and drainage, flood control and water resource best management practices (BMP). Prepares material for and assists in presentations to County officials, boards and commissions on stormwater projects, stormwater ordinance revisions, stormwater design manual, annual NPDES compliance reports and interim reports related to environmental compliance. Investigates citizen complaints concerning stormwater systems, illicit discharges, etc. and prepares reports and enforcement documents. Manages consultants, providing guidance on technical matters and County's needs during project development and contract performance. Provides permitting advice and assistance related to County capital projects. Provides advice and assistance to County departments to sustain compliance with regulatory requirements. Reviews Stormwater Utility Fee appeals and applications for credits. Performs other duties as assigned. Minimum Requirements to Perform Work

Bachelor's Degree in a related field; Five (5) years of related experience; Three (3) years of management/supervisory experience; Must have and maintain a valid driver's license for South Carolina with safe driving record; Special Requirements:

GIS knowledge and experience required; Departmental testing may be administered during interview; A criminal background check will be completed on selected applicant if a current one (less than 3 years old) is not on file. Knowledge, Skills and Abilities:

Must be knowledgeable in regulations associated with NPDES Phase 2 and in MS4 program requirements. Knowledge of computer programs such as Word, Excel and Outlook. Skill in dealing with customer service and complaints. Ability to work under very limited supervision. Ability to follow oral and written instructions, and organize, plan and execute these instructions through the use of personnel assigned. Ability to make budget recommendations and manage the department budget. Ability to compose and prepare accurate reports, records, and correspondence. Ability to establish policies and create and guide implementation of plans. Physical Demands

This position requires the employee to reach, pull and push with hands and arms; stand; use hands to handle, feel, finger, grasp or operate objects, tools or controls; sit; climb or balance; stoop, kneel, crouch or crawl; use mental acuity and repetitive motion; and walk, talk and hear. The employee must occasionally lift and/or move up to twenty-five (25) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. Work Conditions

The work is regularly performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities and needs. The normal work schedule is thirty-seven and one half (37.5) hours per week, Monday through Friday from 8:00 a.m. to 4:00 p.m., with the ability to work after hours when necessary. Must be able to attend evening County Council, Planning Commission and other group meetings as needed. Scheduled hours/days, job location, duties and any other information contained herein is subject to change. May be required to work extra hours and to perform extra or different duties as project schedules demand or during emergency situations.
