Job Title: MeF Infrastructure Architect

DESCRIPTION OF PROJECT AND TASKS:
Statement of Work:
MeF is a platform for electronically filing returns with the IRS. It provides SOA based web services that filers use to submit returns and provides web applications for IRS users to work with the returns. MeF validates filed returns, determines their disposition, and interfaces with other IRS systems for downstream processing of the returns. IBM developed and enhanced MeF since 2001.
Task Description:
Lead a team of architects to evolve the MeF infrastructure architecture in alignment with the IRS future state architecture, review and approve infrastructure requirements, develop and maintain infrastructure architecture artifacts and documentation in accordance with IRS document templates, provide direction for moving MeF to containers and the Cloud, and make recommendations for increasing MeF DevSecOps maturity.
Primary Duties:Develop and extend MeF infrastructure solution architectures - estimated 35%Provide recommendations/architectural options and solutions for migrating MeF to containers and the Cloud - estimated 35%Manage a team of three senior infrastructure architects and coordinate team activities - estimated 20%Provide LoE estimates for Impact Assessments and VROMs - estimated 5%Provide recommendations for implementing DevSecOps practices on MeF - estimated 5%Required Skills/Level of Experience:
Developed, in collaboration with stakeholders, including customers, partners, project teams, and vendors, infrastructure architectures for large, complex programs - 10+ yearsStrong customer communication skills, both oral and written - 10+ yearsExperience maintaining infrastructure requirements and traceability against business and application requirements for large, complex Java EE applications - 4+ yearsExperience migrating applications to the cloud - 4+ yearsExperience supporting the migration of monolithic applications to microservices - 4+ yearsExperience with the Linux platform - 4+ yearsExperience with server and network virtualization - 4+ yearsExperience with information security for large, highly sensitive Java applications - 4+ yearsExperience with CM tools, such as IBM Engineering Workflow Management (EWM) and Git SCM - 4+ yearsExperience developing (V)ROM estimates in response to requests for new work - 3+ yearsExperience with infrastructure products, including JBoss EAP, WebSphere Application Server, and IBM MQ - 3+ yearsExperience in implementing DevSecOps on complex projects - 2+ yearsExperience in leading team(s) of architects and/or developers - 5+ yearsPreferred Skills:
