The MNIT DHS team supports complex and varied technical needs, including systems that provide health care coverage, deliver child protection and welfare services, and provide support for Minnesotans with special needs including mental illness, chemical dependencies, and physical or developmental disabilities.

Job SummaryAs a Senior Applications Analyst/Developer, you will provide advanced professional knowledge and skills in information systems problem identification, requirements definition, and determination of alternative solutions and to provide the analysis, design, development (coding), testing, implementation, and support of Mainframe Systems Development Division (MSDD) systems including, but not limited to, MAXIS and PRISM. The position will also provide lead work and be a subject matter expert in the analysis, design, development (coding), implementation, and support of the assigned project work.

This position is currently eligible for full-time telework:

Telework for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies.

Candidates residing outside of Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) require additional review prior to telework approval upon becoming a finalist.

Candidates located in Minnesota, or a bordering state, do not require additional review.

QualificationsMinimum QualificationsCandidates must clearly demonstrate all of the following qualifications in their resume:

Position requires a minimum of four (4) years of technology experience as a Mainframe Application developer.

Experience must also include the following:

Analyzing, designing, programming, and testing applications

Working with Natural as a developer.

Ability to evaluate and recommend alternative solutions to solve system level problems.

Working within a large diverse System Development Life Cycle (SDLC).

Ability to deliver effective verbal or written messages that facilitate a mutual understanding amongst all parties.

Customer service skills that include active listening, empathy, and problem-solving.

A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.

Preferred Qualifications

Experience with Mainframe databases such as ADABAS, Oracle, Sybase, DB2, or other (IMS).

Experience working with JCL and TSO as a developer.

A team player with the ability to communicate effectively with technical and non-technical staff.

Skill in system documentation, estimation, and analysis.

Analytical thinking and problem-solving capability sufficient to identify problems, recommend alternative solutions, evaluate the best solution, implement the plan, and assess the effectiveness.

Ability to solve system-wide complex problems with minimal supervision.

Great attention to detail and time-management skills.
