POSITION SUMMARY:
Under the leadership of the Vice President of Disability and Refugee Employment Services, the Director of Refugee Employment Services builds, strengthens, and grows key partnerships; supervises and supports program managers; tracks and reports all relevant program data and outcomes; and evaluates programmatic success. The Director’s charge is to assess the workforce needs of employers and clients and to provide the education and training programs that will allow clients to successfully pursue a career of their choice. The Director is responsible for overseeing and managing program partnerships, program goals, and project deliverables, including communication with partners, staff, and community members. They will be a leader in the collaborative effort to create and maintain a system of reporting to enable a clear process of tracking all performance outcomes; and produce monthly, quarterly, and annual reports. The Director is part of a larger JVS team, all of whom are supporting the education, training, and employment needs of clients and employers. The Director serves as an active member of the JVS leadership team, thereby equitably contributing to team performance goals and working to support the overall mission and philosophy of JVS.
ESSENTIAL JOB FUNCTIONS:
Building Relationships, collaboration, and teamwork:
Support and promote the mission and philosophy of JVS both internally and outside the agency
Establish relationships with key stakeholders (clients/students, employers, partner organizations, funders,) and work collaboratively in a structured and ongoing manner
Work collaboratively with and encourage collaboration between JVS departments and divisions to ensure agency performance goals are met
Lead Refugee Department LT planning meetings and team-based project
Establish JVS internal working groups, project management team meetings, and communication mechanisms
Develop a strategic plan for program expansion, growth, and impact of program services
Assess program success and stakeholder satisfaction, use results to make modifications and enhancements to services
Create and maintain a system of reporting to enable a clear process of tracking all performance outcomes; produce monthly, quarterly, and annual reports
Communicate regularly with Supervisor to ensure successful program performance; communicate consistently on necessary reporting measures; provide reports that demonstrate where each project is in relationship to goals
Provide leadership and exemplify resolving disagreements and conflict in a professional and productive manner
Participate in and contribute to external groups in the community such as taskforces, panels, and committees directly related to the workforce development field
Program leadership :
Take ownership of the Director role as a leader for JVS staff, clients, and partners
Increase internal and external visibility of programs
Hire, train, and supervise program management staff
Model expected behaviors for JVS staff and clients
Generate strategy and solutions in response to unforeseen and planned changes, setbacks, and challenges and help staff manage unforeseen changes, setbacks, and challenges in a professional and productive manner
Assist program managers and staff in areas of difficulty and provide additional support when needed
Grow and expand the scope and impact of program services
Develop new products and services based on partner organizations and client feedback
Assess program success and stakeholder satisfaction, use results to make modifications and enhancements to services
Create a work environment where all staff and clients feel heard, can express ideas, learn, problem solve, and succeed
Administrative/Communication
Provide all supervisees with a written annual evaluation of all agency deadlines for the process
Communicate consistently on necessary reporting measures; provide reports that demonstrate where each project is in relationship to goals
Implement agency contracts including oversight, reporting, and invoicing
Develop grant proposals, contract budgets, and budget modifications
Prepare and monitor program work plans, in support of JVS and contractual obligations
Make adjustments to meet objectives
Ensure program activities are in alignment with JVS objectives
Analyze and report program progress, successes, and challenges to JVS leadership, funders, evaluators, and other stakeholders
Closely monitor budgetary expense and revenue and take remedial action as necessary
Manage and oversee full, timely contract implementation including staffing, systems design, and development
Perform other duties as requested
MINIMUM QUALIFICATIONS AND EXPERIENCE :
Minimum 3 years of program leadership experience
5 years of program/contract and people management skills preferred
Demonstrated effective communication and relationship-building skills
Demonstrated ability to lead multi-partner initiatives
Demonstrated ability to set up strong administrative, reporting, and tracking systems
Experience with startup programs and multi-location services and programs
Background in Adult Education, Workforce Development, Project Management
Outcomes-focused individual with a proven history
Supervisory experience necessary
Strong working knowledge of Microsoft Office Suite
Interpersonal, communication, and organizational skills
Experience in grant and proposal writing
Experience in preparation of budgets preferred
Ability to work as part of a team
Demonstrate ability to work independently
EDUCATION REQUIRED : Bachelor’s Degree required
WORKING CONDITIONS:
Regular local travel, including trips to Lynn and Lawrence, is required. Evening hours and some weekend availability are also required.
