Summary:
This position is located in USDA-Office of the Chief Financial Officer, National Finance Center (NFC), Government Employees Services Division (GESD), Web Applications Directorate, Web Requirements Branch, Section 1 in New Orleans, LA. The incumbent is responsible for identifying and specifying requirements, developing functional and systems requirements and specifications, and defining systems scope and objectives aligned to integration of systems components.Responsibilities:Plans systems implementations and determines best approaches for implementation within the technical environment.Coordinates with developers to isolate and solve design problems encountered during testing and implementation stages.Coordinates teams established to plan and deliver requirements gathering services.Collaborates with staff to identify and specify requirements, develop functional and systems requirements and specifications.Requirements:Conditions of Employment:Qualifications: Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.Time in grade:
Must have held a GS-11 position equivalent for at least one year.Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.Specialized Experience:
GS - 11: One year of specialized experience equivalent to the GS-11 grade level or pay band in Federal Service or equivalent experience in the private sector/pay systems that has equipped you with the particular competencies to successfully perform as an IT Specialist (SYSANALYSIS), GS-2210-12 performing the following duties:Performing detailed system designs and development of the functional systems requirements for all new, redesigned or modified segments of systems supporting NFC's Payroll Personnel or like systems and Insurance Lines of Business.Experience investigating complex IT problems identified by an agency, provide analysis regarding feasibility, costs and alternative options.Experience in all phases of the development lifecycle.Competencies:Attention to Detail:

No Award SF-50 will be accepted. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs and other organizations. You will receive credit for all qualifying experience, including volunteer experience.Education:
