Job SummaryThe Risk Management Director provides strategic leadership and oversight of risk management across the Maricopa Community Colleges system. This role encompasses district-wide operational and strategic risk management, international risk management, business continuity, physical security, and insurance programs. The Director is responsible for identifying, assessing, and mitigating risks, ensuring the system’s resilience and compliance with regulatory standards. This position leads a team of direct reports and collaborates with committees and stakeholders across the entire organization to foster a proactive risk culture and support the institution's mission and goals.

Essential Functions

30% Provide leadership and guidance in the development, implementation, and coordination of a comprehensive risk management program including risk identification, risk assessment, risk tolerances, and risk financing that aligns with MCCCD's strategic plan; collaborate with organizational leaders and stakeholders to identify areas of concern, assess risk, devise mitigation processes, and monitor changes in the risk landscape; conduct regular risk assessments and audits to evaluate the effectiveness of existing risk management strategies and to evaluate the potential impact of identified risks on the District’s operations and goals.

25% Plan, direct, coordinate, and review the strategic plan for the Risk Management Department including assigning, reviewing, and monitoring the work activities, projects, and programs of Risk Management staff; and monitor claims administration for liability, property, and workers' compensation programs; responsible for the development, implementation, and maintenance of an environmental health and safety program to ensure a safe, healthy workplace for employees and a safe learning environment for employees, students, and visitors.

20% Procure and manage the property/casualty, workers' compensation, and student insurance programs; identify and evaluate all risk financing options including insurers, funding, coverages, terms, limits, and retentions.

15% Coordinate with Office of General Counsel in drafting, reviewing, and negotiating insurance and indemnification language for contracts; participate in mediation and depositions with counsel on litigated claims.

10% Collaborate with Chief Information Security Officer on privacy and cyber risk management and the Director of Emergency Management and safety for emergency preparedness; serves on the District’s Incident Response Team; collaborate with the Office of General Counsel and Chief Compliance Officer on compliance initiatives, risk assessments, and risk tolerance assessments.

Minimum QualificationsBachelor’s Degree from a regionally accredited institution in occupational or environmental health, business or public administration, insurance or related field, six (6) full-time equivalent years of professional level risk management experience that includes two (2) years of management and supervisory experience.

OR

An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications

A. Master’s degree in Public or Business Administration or related field.

B. Five (5) years’ experience with enterprise risk management principles, including implementation and operation of a framework.

C. Professional certification in Risk Management designation (such as RIMS-CRMP or CRM).

D. Strong verbal/written communication skills; experience interfacing with and presenting to executive management.

E. Experience in a large complex organization and proven leadership skills and the ability to influence at all levels of the organization.

F. Experience working in Higher Education and/or Government.

G. Two (2) or more years’ experience with enterprise risk management principles, including implementation and operation of a framework.

Special Working ConditionsThis position requires attendance at evening meetings and responding to emergencies after working hours or on weekends.

Requires a valid Class D Arizona driver’s license and successful completion of MCCCD's Defensive Driving training.
