Deputy Chief of Operations

The purpose of this position is to create additional senior-level capacity to assist the Chief of Operations (COO) in oversight of the above, particularly in the day-to-day activities of the relevant departments, enabling the COO to focus more on strategic planning, large-scale problem-solving, and other significant initiatives.

RESPONSIBILITIES

Assume complete project management responsibilities for periodic initiatives in BPS Operations, creating timelines and budgets, framing desired outcomes, delegating tasks where needed, and achieving results.

Ensure the departments goals align with the District’s overall mission

Monitor daily school- and department-based operations, via facility walk-throughs, staff/department check-ins, and observations of all operational activities, across the departments of Transportation, Technology, Food and Nutrition Services and Facilities

Troubleshoot and report back on day-to-day operational challenges throughout BPS.

Function as a key operations decision maker when the COO is unavailable or when the situation warrants immediate action; assist COO with decision making across BPS Operations.

Assist the operations department heads and their teams when additional capacity is required to achieve high quality service.

Conduct meetings and support negotiations with multiple labor unions.

Produce reports, as needed, on operational activities and/or key performance indicators.

Lead in review of Division’s Key Performance Indicators (KPIs) and progress to strategic goals

When necessary, provide oversight of and support for operations department heads while supporting school-based operational staff, including Operational Superintendents and Operational Leaders.

Assist the COO, where needed, with tasks included but not limited to: strategic planning, budget management, data analysis, community relations, and general administration.

Serve as a proxy for the COO in Executive Cabinet-level meetings and in correspondence with BPS/City Departments and constituents.

Represent the COO and/or the School District at public meetings and other events.

QUALIFICATIONS- REQUIRED:

Education & Experience

Bachelor’s degree in Management- or operations-related field or commensurate level of management experience

At least five years of management experience is required, during which time the candidate should have managed ten or more direct reports and been responsible for the operations of one or more units or departments.

Experience managing against budgets, timelines, and other performance metrics required.

Familiarity with the operations of urban school districts required; familiarity with Schools strongly preferred.

Preferred: Masters Degree in management, operations or related field.

Current authorization to work in the United States – Candidates must have such authorization by their first day of employment

Proven personnel management skills, evidenced by leading small and large teams to success, as measured by key performance indicators or other metrics.

Demonstrated project management skills, including but not limited to the ability to create and manage self-directed projects, to devise and maintain project timelines, and to achieve desired outcomes on schedule.

Acute problem-solving skills, coupled with a deep understanding of the financial and/or operational implications of school district decision making.

Extensive community/public relations skills, particularly in school districts and/or other governmental settings.

Strong communications skills, including but not limited to: presentations to key stakeholders, staff performance/feedback conversations, meeting facilitation, and execution and delivery of written reports.

Demonstrated analytical ability, through the use of Microsoft Excel and/or other database platforms.

Proven ability to practice effective change management strategies in complex organizational systems.

Ability to work cross-functionally, across multiple teams and projects, while still achieving desired outcomes and meeting project timelines.

Ability to thrive in a high-pressure environment and to engage effectively with a wide range of internal and external stakeholders.
