Somalia-Focused Program Analyst II
This position requires an active TS/SCI clearance or SECRET with the ability to obtain a TS/SCI.
The Office of Regional Peace and Security in the Bureau of African Affairs (AF/RPS) requires a full-time Somalia-focused program analyst to assist AF/RPS personnel in the development, execution, data management, and management support of office and program tasks. AF/RPS advances U.S. foreign policy goals in sub-Saharan Africa by developing and implementing peace and security policies and programs to create a more secure, stable, and prosperous Africa.

$153,965.33

Somalia-Focused Program Analyst II Responsibilities Include:
Collaborate in the strategy and implementation of Somalia PKO-funded projects and programs.Assist in the development and execution of Somalia PKO-funded policies and performance measurement goals.Assist the GOR in the drafting of GOR Reports.Assist in drafting procurement request (PR) emails for COR/GOR approval.Maintain and update office trackers for procurement actions, budgetary tracking, or other trackers as required.Support the COR/GOR with the filing of project documents in COR/GOR file and assist with the periodic auditing of COR/GOR files to ensure all documentation is properly archived.Coordinate and disseminate Somalia PKO-funded program objectives, identifying key partners and stakeholders.Analyze critical Somalia PKO-funded program data to provide insights for informed decision-making.Play a pivotal role in preparing, administering, and maintaining essential contract and grant documents for Somalia PKO-funded projects.Work closely with contractual M&E Specialists to facilitate comprehensive program reviews and assess compliance with contractual requirements.Provide technical expertise during Technical Evaluation Panels as needed.Assist with administrative tasks related to contract or grant file management.Contribute to drafting program overviews, progress reports, lesson-learned documents, and other relevant documents for AF's consideration.Support the development of Somalia military assistance strategies and program management.Aid in drafting and implementing standard operating procedures and internal control processes to enhance grant and contract management within the office.Collaborate in drafting program-related memos, cables, briefing checklists, and background papers.Offer recommendations to enhance the quality and effectiveness of Somalia PKO-funded foreign assistance programs.Participate in program review meetings and relevant discussions.Assist in coordinating efforts with the acquisition management office regarding contractual matters.Attend mandatory office, team, and program meetings.Be willing to travel, including to Somalia and other locations in Africa, as necessary.Provide support to non-Somalia PKO Programs when required.Contribute to AF/RPS's knowledge management efforts to enhance the understanding of U.S. security assistance to African partners through the AF/RPS-managed Portal.Perform other job-related duties as assigned.
Somalia-Focused Program Analyst II Experience, Education, Skills, Abilities requested:
Master's Degree or equivalent with three (3) years of relevant professional experience OR Bachelor's Degree or equivalent with five (5) years of relevant professional experience.Minimum of three (3) years of experience as a program analyst.A background in multitasking complex projects, requiring interpersonal, customer service, writing, analytic, problem-solving, and computer skills.Must hold a TOP SECRET/SCI Security Clearance.Knowledge of industries providing assigned commodities and services, supply sources, economic factors, and transportation logistics.Proficiency in price analysis techniques to determine the best procurement strategies.Demonstrated analytical and problem-solving capabilities.Proficiency in Microsoft Office tools, particularly Microsoft Excel.Exceptional multitasking and organizational skills with keen attention to detail.Fluency in both spoken and written English.Must pass pre-employment qualifications of Cherokee Federal.
