Baltimore County Department of Public Works and Transportation (DPW&T) is seeking to fill a Project Coordinator vacancy currently in the Metropolitan District Financing & Petitions (Metro Finance) office. Metro Finance is the second largest revenue producer for the County, which this Project Coordinator would be solely responsible for managing and coordinating special projects for the Director of DPW&T while reporting directly under the Chief of Metro Finance. The Project Coordinator will ensure that project deadlines are met or exceeded for high profile specialty projects and will be supervising a Project Manager.
Essential Job Duties:
Facilitates, coordinates, and guides special projects.Assists in the development of needs assessments and requirements.Provides subject matter expertise and support for projects and programs within DPW.Assists in the development of functional specification documents.Assists with defining deliverables, estimates, project scope, project risks, and work breakdown structures.Organizes, manages and conducts research into technical solutions in order to facilitate decision making for DPW Senior Management.Education, Training, and Experience:Education:
Graduation from an accredited college or university with a bachelor’s degree in Business or Public Administration, Engineering, Computer Science, Communications or a related field.
Experience:
Minimum five years’ experience in project management. (Additional experience may be substituted on a year-for-year basis up to a maximum of four years for the required education.)
Knowledge, Skills, and Abilities (Entry-level):Knowledge of techniques for financial analysis and financial planning. Skill in developing databases for analytical purposes. Ability to complete tasks within aggressive time schedules. Ability to coordinate and schedule necessary tasks due to changing priorities.
Knowledge, Skills, and Abilities (Full Performance):Proficient in the use of spreadsheets and databases. Knowledge of industry practice standards for developing project schedules. Knowledge of the role of project management within project lifecycles. Knowledge of computer systems and technologies necessary to support DPW operations. Knowledge of standard rules for verbal and written communication.
Skill in delivering customer service-centered project management. Skill in collaborating and communicating with stakeholders from all levels of an organization. Skill in written and verbal communication.
Ability to manage multiple tasks and projects concurrently. Ability to assess and report project issues and risks. Ability to execute, monitor, and control information projects within established time frames. Ability to establish and maintain effective working relationships with senior DPW management. Ability to communicate effectively. Ability to coordinate the work of a team with the work of other units within DPW. Ability to prepare administrative reports and project updates for DPWT management. Incumbents must be of good moral character and emotionally stable.
Work an average scheduled work-week of 34 hours, Monday through Friday. Travel within Baltimore County for work and training; and may be required to use their own vehicle to travel to remote sites for troubleshooting and repair work; mileage allowance reimbursement provided.
Physical and Environmental Conditions:
The work of this classification entails the performance of heavy physical labor including, bending, stooping, lifting and carrying heavy objects, and the operation of vehicles, tools, and heavy equipment. Some work requires exposure to potentially hazardous conditions such as standing in traffic, working in trenches, and adverse weather.
Employment Background Investigation:Applicants selected for employment with Baltimore County must successfully complete an employment investigation, including, but not limited to criminal background, education, and fingerprinting checks. Applicants may be required to complete an expanded background investigation, polygraph examination, and psychological examination.
