Information Technology Director

The City of Eustis is seeking a trustworthy, responsible individual who will perform technical and supervisory work managing the City’s computer services operation. Administrative direction is received from the Finance Director; however, the employee must use considerable initiative and independent judgment. This position is supervisory in nature and recommendations on subordinate personnel decisions, including hiring and firing, carry particular weight in the decision-making process.

Key Responsibilities:Acts in capacity of the City’s Chief Information Officer;Participates in the development, implementation and maintenance of departmental goals and objectives, priorities, policies, procedures and work plans; reviews and evaluates work methods and procedures for improving organizational performance, enhancing services and meeting goals; identifies and resolves problems and/or issues; ensures that goals are achieved;Responsible for development, implementation and revisions to applicable city IT policies and procedures;Participates in the selection and recommendation of personnel; provides for in-service training and coordinates with educational agencies for formal training programs; identifies and resolves staff deficiencies; evaluates the work of subordinate personnel; enforces departmental rules and regulations and fulfills disciplinary procedures, as needed;Participates in the preparation, management and coordination of the departmental budget; prepares forecasts of necessary funds for staffing, materials and supplies; presents and justifies programs, operations and activities; monitors expenditures;Verifies continual compliance with all applicable Police Department requirements from various agencies;Evaluates current technology trends to implement new technology and security;Manages the deployment, maintenance, support and upgrade of servers, laptops, desktop PCs, hardware, computer peripheral software, operating systems and printers;Creates processes and standards for selection, implementation, and support of systems;Analyzes and resolves problems associated with server hardware, applications, software, etc;Performs a wide variety of tasks in software/hardware maintenance and operational support of server systems;Installs new software releases and system upgrades; evaluates and resolves software related problems;Performs system backups and recovery;Defines network security issues and develops procedures and ensures safety and privacy of internet and intranet sites; develops, implements and maintains firewall technologies that secure the City’s external and internal web presence, implements and updates the City’s cybersecurity systems, policies and procedures;Creates, modifies, and deletes user profiles and other access controls;Supports and maintains user account information, including rights, security and systems groups;Develops and coordinates all Windows computer software and hardware update requests for the City, ensuring that proper guidelines for update are followed and documented for warranty and billing requirements;Ensures employee technical issues are resolved timely and efficiently;Performs cabling and phone system installation and maintenance.
Other Job Functions:Assists the City in the preparation for and aftermath of a major emergency such as a hurricane or other storm or disaster, as needed;Collaborates with other government IT Managers and Directors in the community;Performs other related duties as required.
Knowledge, Abilities and Skills:Considerable knowledge of computer technology and software; considerable knowledge and experience in computer hardware systems, networking and data communications; specific knowledge of Microsoft Operating Systems, including Windows; knowledge of Microsoft Office and various other software in a Windows network environment.
Ability to troubleshoot and debug computer systems; ability to maintain the City’s computer networks and phone system; ability to communicate effectively and explain complex technical matters to individuals possessing varying technical abilities; ability to operate and repair PCs and peripheral equipment; ability to plan and schedule work; ability to express one’s self clearly both orally and in writing; ability to establish and maintain effective working relationships with co-workers; ability to plan and evaluate the work of others; ability to drive a vehicle; ability to remain at a city work shelter, before, during and after a hurricane or other storm or disaster, if asked.
Minimum Qualifications:Bachelor’s Degree from an accredited college or university in Information Science or related field; four (4) to five (5) years’ experience in installing, configuring and supporting computer networks, preferably in a governmental setting, to include at least one (1) year in a supervisory or management capacity. An equivalent combination of education, training, and experience, which provide the necessary knowledge, skills, and abilities and other competencies required for the position may be considered. Valid Florida Driver’s License with an acceptable driving record is required.
Working Hours:Monday through Friday, 8:00 a.m. to 5:00 p.m.; however, due to the nature of the position, some on-call work will be required as well as some nights, weekends, and/or holidays.
Physical Demands:This is continual light work and occasional heavy work. Requires frequent walking; sitting and standing, bending and reaching; climbing and stooping; good finger/hand dexterity and hand/eye coordination; regular lifting, carrying, pushing and/or pulling up to 35+ pounds; good eyesight, hearing and speech; regular driving of vehicle.
Salary Information:$74,227.97 to $111,881.62 annually; EXCELLENT benefits (Note: See Benefits Tab for more information).
