This is a contracted position under a four-year contract that will provide the Special Operation Forces (SOF) Enterprise with qualified contractor personnel to provide advice, analyses, and assistance in carrying out responsibilities required to support USSOCOM assigned missions. Specific responsibilities and qualifications follow.ResponsibilitiesMaintain a robust portfolio management program that tracks validated requirements, the associated offices of primary responsibility (OPR), offices of coordinating responsibility (OCR), timelines from completing the recommendation, and progress toward completing the recommendation.Execute implementation plans that have identified DOTmLPF-P gaps and shortfalls to be resolved.Track and maintain standardized reporting processes.Prepare general / flag office level reports and briefings.Develop and maintain an organizational OPR master list.Understand dependencies within and across capability requirements, as well as any redundancy issues requiring reconciliation of differences.Communicate any administrative corrections or modifications to the SOFCIDS and JCIDS memorandums post signature for reissuance.Serve as the single communicator to senior decision authorities for reporting status of capability implementation throughout the lifecycle of the JCIDS or SOFCIDS effort.Support execution of capabilities-based assessments.Conduct introductory briefings to familiarize OPRs on the processes, expectations, best practices, and reporting requirements.Provide instructional guidance to OPRs for successful POA&M development, task status reporting, and closure/extension justifications.Establish a reporting schedule for leading IPRs to guide the implementation plan, develop actionable solutions and timelines with OPRs on a periodic basis (preferred monthly), with follow-up meetings to the SOCREB or designated Joint Staff FCB.Maintain continuous communication with OPRs and the Joint Staff FCB analysts on task progress, compliance with reporting formats, validity and non-compliance issues, closure nominations, extension requests, and delinquency concerns.Nominate tasks for timeline extension or closure.Crosswalk capabilities, milestones and solution strategies to other SOF and Joint forums.Socialize impact indicators developed to measure implementation success.Prepare briefs, information papers, and presentations as required utilizing Microsoft Office family of products (e.g., Outlook, PowerPoint, Word, Excel, and Access).Develop and maintain an electronic resource, to include key points of contact, to be used for mission continuity that may be accessed by all stakeholders.Work LocationHQ USSOCOM, MacDill AFB, FL
