Summary ObjectiveThe purpose of this position is to manage Planning and Design Services division operations and activities. Interpret and explain planning and zoning regulations, Land Development Code procedures and the Comprehensive Plan to developers and the public. Supervise and train staff as a technical expert for land development regulations and long-range plans and studies.This class works independently, under limited supervision, reporting major activities through periodic meetings.ESSENTIAL FUNCTIONSThe essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.Assists in budget preparation and monitors and controls expenditures.Plans, develops and implements programs, policies and procedures in conjunction with administrative staff.Manages plans and schedules community planning or zoning regulation projects, activities and personnel.Manages site plan review, planning resources, urban design, historic preservation, and zoning activities and operations.Provides technical assistance and instruction regarding community planning and zoning issues, projects, principles, ordinances and land use laws.Prepares project and program reports for administrative staff review, and completes special projects.Represents the department concerning landmarks, ordinances, preservation district guidelines and zoning regulations.Represents the department to other governmental agencies, developers, community groups and the public to coordinate, discuss, explain, develop and improve planning and zoning projects and procedures.Evaluates departmental programs and procedures for effectiveness, compliance with ordinances and regulations and recommends modifications, improvements and solutions to problems.Performs ad hoc analysis and special projects as assigned.Delivers formal presentations to the public, government agencies and elected officials.Manages professional training for the department, Boards, Commissions and Committees as required by law and professional certifications.URBAN DESIGN:• Administers and implements the Louisville Metro Design Review Overlay Ordinances and Guidelines.• Classifies all development activity in the Design Review Overlay Districts.• Coordinates the review of permit applications.• Leads staff reviews of expedited development applications.• Prepares written findings of facts and conclusions to support decisions and recommendations.• Serves as staff to the Overlay Committees.MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
Bachelor’s Degree in Architecture, Engineering, Urban or Regional Planning or related discipline.Six (6) years of urban and regional planning; comprehensive or functional community planning, or multi-modal transportation community planning experience, including one (1) year of supervisory experience or an equivalent combination of education, training and experience.OTHER MINIMUM REQUIREMENTS
