Conduct desk audit reviews and on-site investigations of contractors' compliance with Chapter 139.50 of the Ordinances, 423 of the code Ordinances, and Chapter 24 of the code of Ordinances and applicable equal employment opportunity regulations within the geographic area of the City of Minneapolis.

SalaryThe anticipated salary for this position is

$36.13 - 43.92 /hour.

Work locationThis position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

*The City of Minneapolis does not sponsor applicants for work visas.Conduct compliance reviews, pre and post-award reviews, prevailing wage reviews, and complaint investigations.Identify systemic discrimination where it exists in contractors' organizations based on facts developed through reviews and investigations and develop applicable standards of proof.Certify small businesses according to rules, regulations, and ordinances.Identify and define prevailing wage disparities based on facts developed through review of certified payrolls and in-person investigations. Fashion remedies designed to eliminate such disparities.Identify and define losses due to discrimination and develop remedies.Monitor reports and/or other activities of contractors to ensure compliance with terms of conciliation agreements, letters of commitment, consent decrees, and/or other contractor commitments.Provide technical assistance in developing acceptable affirmative action programs to contractors with large or complex operations.Locate, analyze, and develop EEO and workforce data for application in conducting compliance reviews and complaint investigations.Maintain current knowledge of developments in equal employment opportunity law and applicable disciplines, as well as social and economic characteristics of the relevant labor areas as they relate to employment, organizations, and other sources in the labor market.Maintain current knowledge of developments in the business arena using market trends, labor market statistics, expanding and contracting markets, etc. to conduct comparative analysis of businesses within various industries.Establish and maintain contacts with minority, women, handicapped, and veteran's interest groups, community organizations, job training and development organizations, and trade and business organizations to obtain information on employment trends and equal opportunity problems.WORKING CONDITIONS:

Office and construction project sites.

MINIMUM QUALIFICATIONS:Bachelor's Degree with coursework in equal opportunity and affirmative action history, legislation, statistics, human relations, personnel and/or business administration or equivalent.

MINIMUM EXPERIENCE:Two years of experience performing directly related duties in the Civil Rights field.

Selection ProcessThe selection process will consist of one or more of the following steps:

a rating of relevant education and experience and/or an oral examination (100%) . It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score

(70%)

on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Background CheckThe City has determined that a thorough Minneapolis Police Department criminal background check is necessary for positions with this job title. Applicants must sign an informed consent allowing the City to obtain their criminal history information in connection with the position sought. Applicants who do not sign the informed consent form will not be considered for the position.

Drug and Alcohol TestingAll job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.
