Tuvli, an Akima company, is hiring for a Grants/Contract Specialist to support our DoS client located in Washington, DC. This is a non-personal services task order to provide Advisory and Assistance Support Services in the Department of State Bureau of African Affairs’ (AF) Office of Economic and Regional Affairs (AF/ERA). The Government shall not exercise any supervision or control over contractor personnel, who are the service providers performing the services described herein.ResponsibilitiesEducates Bureau of African Affairs (AF) staff about the best strategies and approaches to best use foreign assistance resources to promote democracy, human rights, and good governance (DRG) in Africa.Researches and provides oral and written briefings to AF leadership and other Department offices on DRG best practices, challenges, and opportunities.Identifies, recommends, and supports AF development of new ARDF programs aligned with AF strategic objectives.Develops a results framework to enhance monitoring and evaluation of ARDF projects.Collects data, maintains files, and prepares periodic reports on the status of ARDF projects supported with Economic Support Funds (ESF).Identifies and implements innovative approaches for working with embassies and grant recipients to improve program management.Assists AF/ERA in the project management life cycle of ARDF projects.Tracks and analyzes new political, economic, and security developments in sub-Saharan Africa.Assists AF/ERA in its program reviews and meetings.Coordinates with interagency, international, and nongovernmental partners to develop recommended DRG strategies and programs.Develops and supports U.S. Government and international coordination mechanisms promoting synchronized DRG program planning.Advises AF/ERA on synchronizing ARDF programs with other U.S. Government and international DRG efforts.Coordinates with other DRG program practitioners to develop whole-of-government approaches.Travels periodically to sub-Saharan Africa to enhance program coordination with embassy representatives.QualificationsKnowledge of political, cultural, and social dynamics across sub-Saharan Africa.Knowledge of best practices and research relating to democracy and human rights promotion.Experience traveling and conducting program assessments in sub-Saharan Africa.Experience designing, managing, overseeing, and reporting on programs related to DRG.Experience with grants management criteria and the Department of State grants process.Experience working with various State Department and USAID bureaus on DRG policy and programs.Experience supporting DRG strategy development and implementation.Technical knowledge of monitoring and evaluation (M&E) strategies.Proficiency with Microsoft Excel and related data processing systems.The ability to obtain a Secret Clearance.
