About this role
The HR Director is responsible for evaluating, implementing and overseeing HR strategies, processes, and policies aligned with the organizations core values of respect, integrity, service, and equity. The Director is responsible for overseeing all HR functions including but not limited to, administration of employee benefits; recruitment for a rapidly growing organization; facilitating constructive employee and labor relations; compliance with legal obligations and internal policies; and managing RISEs human resources information system for accurate payroll and other reporting.
Essential Functions, Skills, and Abilities
Nurtures a positive working environment that fosters equity and inclusion, effectiveness, and accountability
Supports productive management and employee relations by helping resolve workplace challenges
Identifies where new processes may be needed and, in conjunction with stakeholders, develops and operationalizes changes
Collaborates with the Director of Staff Learning and Equity to guide the staff recruitment, selection, and new employee onboarding, with an emphasis on equitable and inclusive processes and practices
Trains, supervises, and mentors HR and related staff
Supports and guides the recruitment process to connect our brand to a diverse pool of highly qualified applicants
Maintains competitive compensation and benefits programs that best support RISE's core values and employees
Reports to executive leadership and provides data-informed solutions
Ensures compliance with relevant federal, state, and local regulations throughout human resource management
Develops and manages Human Resources budget
Manages labor relations matters including participation in labor management meetings, serves on the RISE bargaining team during negotiations, and responds to grievances or inquiries from represented staff
Oversees benefits administration including annual renewal process, onboarding, and open enrollment
Performs other duties and responsibilities as assigned, in alignment with the scope and expectations of the position, to support the team and organizational goals
Qualifications
Eligible candidates should have experience demonstrating the above functions, skills, or abilities. Additionally, this position requires the following qualifications:
Strong interpersonal skills
Strong thinking, creative, and analytical skills
Familiarity with and experience in ensuring compliance with federal and state of Oregon employment requirements
Competency in the use of technology in HR solutions e.g. HRIS (Paycom preferred), Microsoft 365
5 or more years in an HR leadership position e.g. HR Director, HR Manager, HR Generalist
Preferred: SHRM or HRCI certification
Preferred: Experience with union-represented staff
Supervisory Responsibilities
This position is responsible for supervising other staff members.
Working Conditions
Requires very limited physical exertion
Readiness to work occasional long hours, weekends
Able to travel between worksites and/or meeting locations within the state
