Job Description

EDUCATION and/or EXPERIENCE

Bachelor's degree in Business Administration, Computer Science, Finance, or a closely related field. Six years of progressively responsible professional experience in business analysis/planning, project management, and tasks/workflow analysis are required. Project management skills should include enforcement of project deadlines and schedules with ability to prioritize multiple tasks effectively. Demonstrated leadership skills are required in order to provide guidance and advice to less experienced Business Analysts. Must demonstrate ability to work at the highest technical level of most phases of systems analysis while considering the business implications of the application of technology to the current and future business environment. Must possess excellent verbal and written communications skills and abilities. Must use personal computer and business software at an intermediate to an advanced level and understand basic Internet and client/server architectures. In lieu of a degree, directly related experience may be substituted on a year-for-year basis.

SUMMARY

Serves as business liaison between the Technology Department and MARTA business units, identifying and validating business objectives. Generates technology based solutions to business objectives that align with MARTA's technology strategy and standards. Has responsibility for the clear and efficient communication on comprehensive interpretation of technology capital project initiatives. Develops and recommends solutions based on business analysis documenting the requirements using easy to understand tools and methodologies. Formulates and defines systems scope and objectives based on both user needs and a good understanding of applicable business systems and industry requirements. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and form of desired results. Prepares requirements, specifications, business processes and recommendations. Completes financial analysis of the Technology Office and communicates the results to executive decision makers. Manages capital and operating budgets and analyses maintenance contracts for Technology Business & Development (Technology) and advises on best practices. Administers contracts with various software and hardware vendors. Under general direction guides and advises less experienced Business Analysts.

ESSENTIAL DUTIES AND RESPONSIBILITIESIdentifies and validates business objectives, and generates solutions that align with MARTA's technology strategy and standards. Serves as business liaison between Technology and the business units of the Authority. Proactively communicates/collaborates with external and internal customers to analyze information needs and functional requirements.Assists functional staff and technical staff in the resolution of daily operational and capital problems. Engages technical staff to balance technical and operational requirements.Performs business analysis and documents business requirement using easy to understand tools and methodologies. Includes analysis of business and user needs, documentation of requirements, and translation into proper system requirement specifications.Completes financial analysis of the Technology Office and communicates the results to executive decision makers. Manages capital and operating budgets and analyses maintenance contracts for Technology Business & Development (Technology) and advises on best practices.Prepares and updates policies and procedures applicable to Technology.Under general direction guides and advises less experienced Business Analysts.Performs other related duties as assigned.
