Description
Performs highly reasonable managerial and professional work in the administration, planning, budget preparation, development, and direction of the Code Enforcement Division.Examples of Duties
Plans, organizes, manages, and evaluates the work of the Code Enforcement Division through general supervision of staff activities, operations, and functions of the department.Collaborates with the Development Services Director to advise the Board of County Commissioners relating to laws and ordinances enforced by code enforcement.Assists the Development Services Director in the preparation of budget items and manages the Division budget.Ensures compliance with appropriate regulations, policies, and procedures and develops, recommends, and implements new regulations, policies, and procedures as appropriate.Evaluates and provides recommendations to programs, procedures, personnel distribution, and project requirements to obtain the most efficient, effective, safe and economical utilization of facilities, personnel, and equipment within the department.Perform and supervise duties related to the enforcement of county codes and ordinances, site development review, zoning, landscaping and community appearance ordinance, mining regulations, signs, parking requirements, coastal development and other related zoning and development standards.Testify in Court or at Special Master Hearings on Code Enforcement compliance cases, as necessary.Corresponds and interacts with the public, County Commission and directors regarding code enforcement questions and concerns.Coordinates the activities of the department with those of other County departments and public and private organizations.Prepares and present information to civic organizations and citizen groups to educate residents on topics related to Code Enforcement.Liaison to boards and other committees.
Emergency ResponseCounty employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description.Typical Qualifications
Minimum Qualifications
Bachelor's Degree in Planning, Business, Public Administration, or a closely related field.Four (4)years of experience in the interpretation and enforcement of regulatory codes, regulations, and guidelines. Must have a minimum of two (2) years supervisory experience.A combination of education, training and experience may be substituted at the County's discretion.
Licenses, Certifications, or Registrations
Must possess and maintain a valid Florida Driver's License and be insurable by current insurance carrier.Level I and II certifications with the Florida Association of Code Enforcement (FACE) (Required)Obtain Level III within one year of employment.Required Competencies
Knowledge of Code Enforcement procedures and practices.Knowledge of federal, state and county codes, regulations, and ordinances as they apply to local code enforcement.Knowledge of methods, procedures, principles, and practices related to departmental operations.Knowledge of and experience with budgeting and fiscal management.Ability to gain knowledge of County zoning, land use and related ordinances and codes.Ability to deal with high stress situations and maintain emotional stability.Ability to communicate effectively both orally and in writing with associates as well as the public sector and ability to prepare written reports and responses as required.Ability to create and maintain good working relationships with officials, contractors, employees, and the general public.Ability to exercise sound judgment in developing, implementing, and enforcing codes, ordinances, and regulations.Ability to use a personal computer, printer and other technical devices as required.Ability to effectively train, organize and supervise subordinate staff.Ability to gain knowledge of Hernando County's geography as well as governmental practices and procedures.Knowledge of safety procedures concerning equipment used for code enforcement.
