Position Purpose

Assists with the preparation of procurement activities and board packet items for the Learning and Leading division involving routine market research. Interacts with employees and vendors when answering questions and resolving problems. Performs procurement activities involving acquisition of a variety of goods and services for schools or departments in accordance with federal, state, and District rules and regulations.

ESSENTIAL JOB FUNCTIONS

OperationsReviews requisitions for compliance with local policy and applicable state laws and collaborates with appropriate District divisions to resolve identified discrepancies.Performs research and assists in providing information for bid specifications for items to be purchased for Learning and Leading departments.Clarifies bid item requirements with Learning and Leading staff and explains the procurement process, purchase orders and other solicitations; provides technical assistance to ensure board items are submitted in a timely manner.Prepares bid recommendation documents in collaboration with Procurement for Board approval.Collaborates with Procurement on maintaining and completing the bid solicitation process with annual requirements for Learning and Leading;Prepares documentation for submission to Procurement and/or Board for final approval.Collaborates with Procurement and Learning and Leading and the Board Services Office.Prepares memos for distribution to principals and campus leaders.Critically evaluates information gathered from multiple sources, reconciles conflicts, decomposes high-level information into details and distinguish user requests from the underlying true needs.Proactively communicates and collaborates with external and internal users to analyze information needs and functional requirements.Successfully engages in multiple initiatives simultaneously.Clerical

Monitors and maintains vendor performance records.Prepares correspondence, forms, reports, and payment authorizations using personal computer.Compiles, maintains, and files all reports, records, and other documents as required.Personal Work Relationships

Knowledge of procedures for purchasing and invoicing supplies and equipment.Knowledge of District policies, procedures, and regulations.Knowledge of formal bid procedures.Knowledge of applicable federal and state laws regarding education and students.Skill in researching and writing, with a strong knowledge of business correspondence formatting, including language, grammar, and punctuation.Skill in performing basic mathematical calculations with accuracy.Skill in collecting, organizing and analyzing complex and/or technical data.Ability to work with numbers in an accurate and rapid manner.Ability to reconcile data entry to source documents and review work for accuracy.Ability to understand, interpret, and apply rules, policies and procedures relating to District operationsAbility to deal effectively with vendor representatives.Ability to use software to create spreadsheets, databases, and do word processing.Ability to organize and coordinate work.Ability to communicate effectively, both oral and written forms.Ability to engage in self-evaluation with regard to performance and professional growth.Ability to establish and maintain cooperative working relationships with others contacted in the course of work.Travel Requirements

Maintains emotional control under stress; works with frequent interruptions.Minimum Required Qualifications

Education:

Accredited High School diploma, GED, or Texas Certificate of High School Equivalency required;Associate's degree from accredited college or university preferred.

Certification/License:

None.Experience:

1-5 years' experience procurement, distribution or related field.
