Position: Senior Clinical Director Ambulatory

Entity: Clinical Practices of the University of Pennsylvania (CPUP)

Department: Surgery Resident Act

Summary:

This position typically reports to the department's Chief Operating Officer (COO), and an indirect reporting relationship to the CPUP Associated Executive Director of CPUP Clinical Operations, the Chief Nursing Officer. The Senior Clinical Director Ambulatory (SCD) provides clinical leadership to the practice sites of the Department assuring that these practices and clinical staff maintain top scope of practice and patient focus and standardization of care across sites. The role is accountable for partnering with Departmental leadership to monitor operational budgets and the sustainment of efficient workflows. The SCD monitors standard metrics to gauge the optimal quality and safe patient care. The SCD develops strategic operating and financial plans to accomplish the department/CPUP mission. The SCD also partners with each entity to ensure departmental compliance with Regulatory and Infection Prevention Guidelines The SCD will serve as a leader in ensuring expert clinical practice and models for interdepartmental collaboration and communication to promote excellence in coordination and continuity of care. As a clinical department leader, there is an expectation that the SCD will progressively demonstrate and exceed competencies in domains for healthcare leadership, communication, relationship management, knowledge of the healthcare environment, leadership, professionalism, and business skills and principles. Leadership responsibilities focus on advancing clinical practice through excellence in clinical care, education, continuous quality improvement, management of human resources, supervision, and coaching of personnel. The SCD will work with leadership across the department to accomplish the strategic vision of the department.

Responsibilities:Clinical: Strong knowledge base of clinical care with clinical and leadership experience in the delivery of care in ambulatory populations. Maintains a record of developing and implementing innovative care delivery models, professional practice standards, and policies and procedures.

Leadership: Participates in the selection, career development, and annual performance reviews of staff. Directs and supports Clinical Leadership role(s) in facilitating clinical development, professional growth, competency evaluations, staff engagement, and a patient-centered care model.

Performance Improvement: Monitors all relevant patient and clinical-related metrics including but not limited to Patient experience metrics (PMX-Press Ganey) and other performance metrics. Reports on outcomes regularly. Recommends and initiates action plans to address the underperforming metrics and standards.

Financial Management: Reviews financial reports as distributed by Financial professionals and Director. Seeks opportunities to reduce supply and personnel costs by analyzing data and managing expenses. Balances staffing models to achieve budget targets and organizational objectives.

Clinical & Advanced Practice Oversight Specific: Oversees departmental Nursing Governance structure: within the Department which includes multiple specialties and subspecialties that span across all practice locations. Leads and/or participates in departmental and entity committees. Direct and indirect supervision of Clinical Leaders (coordinators/managers), providing guidance and insight to all clinical and allied staff for the department. Ensures clinical and allied health professionals are working within scope and at the highest level of their licensure. Works closely with CPUP Clinical Operations Leadership to advance clinical practice and focus on the CPUP Nursing Strategic Imperatives. Works in collaboration with CPUP medical and nursing leadership to ensure that nursing, APPs, auxiliary health care providers, and allied health professionals practice according to acceptable standards. Develop plans to meet the human and material needs of the Department in this regard. Provides ongoing continuing education and skill validation of clinical staff.

Quality, Patient Safety, and Regulatory Affairs: Partnership with the Vice Chair for Quality, Medical Director of Ambulatory Operations, and departmental Ops team on Risk Reduction Initiatives within the Department. Assists the Vice Chair of Clinical Operations and Vice Chair of Quality to ensure quality and identify/implement process improvements based on safety net reporting, employee engagement and culture of safety surveys, and monitoring of quality and safety dashboards/metrics in alignment with Health System Requirements. In conjunction with the Vice-Chair of Regulatory Affairs, develop programs that enhance the clinical decision-making, care delivery, and professional growth of clinical staff. Collaborates with Regulatory and Patient Safety leads and ensures all areas of accountability are compliant with federal, state, and local regulatory standards and requirements and is expected to attend on associated sites all Regulatory, infection Control, DOH, and Joint Commission Surveys. Maintains confidentiality of quality management findings; Participates in and may direct select department studies to evaluate and improve patient care delivery; identifies and implements the use of indicator to time improve patient care delivery and service; provide opportunities for staff and leadership input and feedback regarding indicators used in QM activities. Conducts periodic assessment of patient care delivery using internal, local, State, Federal, and various regulatory standards; analyzes database including but not limited to Penn safety nets reports, and patient satisfaction identifies trends and opportunities for improvement; develops and/or revise standards of patient care and practice which result from the department and hospital-wide QM activities. Controls the use of medical supplies and medications to conform to hospital standards. Track and implements product alerts and recall activities. Collaborates with health system leadership to develop best practices and quality improvement initiatives. Community and Collaboration: Demonstrates the ability to build strong relationships and builds trust across divisions. Maintains a reputation for integrity.

Licenses, Registrations and Certifications:RN/PA-C/CRNP/CNM/CRNA (Required)Basic Cardiac Life Support/CPR as a healthcare provider as per the American Heart Association (Required)

Education or Equivalent Experience:

Master of Arts or Science in Nursing or other clinical (Required)

10+ years of total clinical experience, including 7+ years of management experience (Required)Degrees may be considered in lieu of total experience
