Position Description
Harlem United is the parent company for Upper Room AIDS Ministry (URAM). URAM provides healthcare services from two Federally Qualified Health Centers in the heart of Harlem, along with a mobile medical clinic and dental clinic. We provide Primary, Specialty, Dental, and Wellness Care to those seeking diagnosis and treatment.
The vice president of health services supports the planning and coordinating of all patient and non-patient care activities for primary care, specialty care, behavioral health, and dental care. The Vice President of Health Services is responsible for the operational support of clinics during day-to-day operations. The Vice President of Health Services ensures compliance with all regulatory/contractual guidelines under Articles 28 and 31 of the New York State Public Health Law and HRSA/FQHC/PCMH regulations. The Vice President of Health Services collaborates with the Medical Director, Behavioral Health Director, and Dental Director to ensure that all clinic resources best serve the patient's needs.
Essential Duties and Responsibilities
Essential duties and responsibilities include, but are not limited to, the following:The Vice President coordinates, plans, directs, implements, and manages the administrative, financial, and operational responsibilities.Provide direction, support, and collaboration with other service and department leaders to achieve short-and long-term goals and objectives.Focus on the improvement of systems in the various departments.Attend training and provide training as needed; be updated with new terminology; develop and manage access and monitoring of clinical appropriateness of service delivery; ensure that all clinical program functions operate efficiently and effectively with a quality that coincides with best practice.Strategic and Operational Planning:
Ensures regulatory requirements are satisfied for Article 28, Article 31, and HRSA/FQHC/PCMH in collaboration with the Director of Special Projects, Director of Population Health, Department Directors and Executive Director.Works closely with the Billing and Credentialing Managers to ensure all front desk policies and procedures are followed and enforced.Develops and achieves annual departmental goals and assigned organizational objectives supporting the hospital goals and mission statement.Prepare statistical and productivity reports as required by regulations, agency policies, and contracts and as requested by the Departmental Directors and ED.Analyzes claims denial and develops strategies and processes to reduce denial rates.Ensures patient responsibility copay and deductible collections are collected.Assists in developing evidence-based departmental and program goals and collaborates with the department directors.Facilitates departmental plans to achieve the overall goals of the organization.Participates in the identification of indicators to measure accomplishments of the strategic planProvides administrative direction and coordination in formulating, interpreting, and administrating long-range policies, procedures, and programs.Provides for effective distribution and utilization of personnel based on department needs by collecting and analyzing data to determine changing departmental trends.Develop collaborative relationships with other leadership staff to achieve departmental goals.Supports and communicates the organizational plan to ensure compliance with all regulatory standards.Planning and Program Management:
Provides administrative direction and coordination in formulating, interpreting, and administrating current policies, procedures, and programs.Evaluate program outcomes and suggest or make modifications as needed.Analyzes policy decisions to determine short and long-term financial and organizational implications and prepares related reports reflecting recommendations.Maintains all policies, procedures, and systems in compliance with regulatory standards.Operational Management:
Responsible for the day-to-day operations of all FQHC clinics, including mobile units.Monitors and reviews the work of departmental personnel to ensure meeting departmental goals.Demonstrates effective leadership techniques as indicated by high productivity.Responds to changes in work efficiently and effectively.Support implementation and utilization of clinical results.Financial Management:
Plans the operating and capital departmental budgets by analyzing program needs, considering resources necessary for patient care, and developing short- and long-term plans.Prepares the departmental budgets after determining fiscal requirements and projected needs in collaboration with URAM's Billing Director and ED.Prepares operational and analytical reports that identify trends, opportunities, and problems and suggest solutions.Maintains and monitors operating statistics for the department/programs, adjusting staffing, supplies, or capital expenditures to activity status.Human Resource Management:Partners with the Human Resource Department on all personnel-related matters: hiring, orienting/training, retaining, and, when appropriate, disciplinary and termination processes.Collaborate with HR for in-service and continuing education needs for all clinical personnel in the department.Other duties as assigned by supervisor.
Qualifications
Master's Degree in Public Health, Business Administration, or Public Administration, or related field. - RequiredKnowledge of the principles and practices of fiscal management and government regulations and reimbursements.Demonstrates solid senior management experience; a minimum of 10-12 years is required.Experience managing Article 28, Article 31, or FQHC/PCMH a plus.Able to communicate effectively at all organizational levels and with external customers and agencies.Creates a collegial and collaborative environment among all healthcare team members.Articulates clear expectations with staff and members of the patient care team.Demonstrates responsibility and accountability for decisionsMust have sound judgment when identifying problems, gathers data, establishes facts, and draws valid conclusions.Possesses knowledge of quality concepts, principles, and problem-solving tools and techniques and demonstrates ability to apply in support of departmental and patient care quality improvement.This position requires as an essential function that most of the time the employee be physically on-site as the work cannot be done from a remote location.Willingness to accommodate provider services outside the normal business hoursBilingual (English/Spanish or English/French) a plus
