Senior Program Analyst (Advanced Tactical Datalinks - ATDLS)
to join our team at the Pentagon in Arlington, VA, with the possibility of being remote. The ideal candidate will:Support relevant Navy, Joint, DoD, and/or interagency meetings and working groups that address ATDLS capabilities, including program technical and programmatic exchanges such as program reviews, program planning and implementation reviews, milestone decision meetings, Integrated Product Teams, Special Advisory Boards, and off-sites. Prepare meeting reports or other documentation as a record of discussions and decisions.Support requirements officers in the development, review, editing, and routing of correspondence, documents, and publications of strategies and concept papers and/or briefs related to ATDLS capabilities.Prepare plans, directives, and administration documents required for the management of ATDLS programs. Support Foreign Military Sales (FMS) considerations where necessary.Conduct reviews, provide analysis, and support staffing of joint initiatives and associated ATDLS documents utilizing the Joint Capability Integration Development System (JCIDS) process. Provide comments and recommendations to ensure JCIDS documents meet established DOD, Joint, and Navy C4I requirements.Coordinate across the Navy, other Services, Joint Staff, and other stakeholders with the Navy tasker system to review ATDLS queries, respond to tasks, track issues and/or concerns, and prepare draft responses in the form of clear and concise briefs, point papers, emails, and memos.Assist Requirement Officers in reviewing, editing, and routing correspondence, documents, and publications of ATDLS acquisition-related documentation, Navy Gate Review documents, and updates to acquisition and related Chairman of the Joint Chiefs of Staff Instructions and Manuals (CJCSI/CJCSM).Assist Requirement Officers in drafting and reviewing ATDLS documents, completing comment resolution matrices, final editing, routing, coordination, and ensuring documents complete the required compliance checklists.Support the program as a Resource Sponsor in all phases of the integrated DOD acquisition, technology, and logistics life cycle management processes. Prepare briefings, point papers, spreadsheets, and statements on program status and potential funding shortfalls in preparation for Program Objective Memorandum (POM), Program Reviews, and Offset Drills. Analyze proposed and/or existing modeling & simulation plans and studies, and provide summaries, briefs, and/or recommended positions to support POM planning. Support war gaming, experimentation, and exercise planning where required. Provide recommended courses of action.Utilize the Program Budget Information System (PBIS) and Intranet Resource Allocation Planning System (iRAPs) to respond to questions on project/budget line status, owner, and history of the project.Required Education, Skills, and Experience:Minimum Experience: 10 years of experience (at least five years of which were in a managerial capacity) in capability definition and operation of IT, space systems, Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems and/or unmanned systems.Strong written and verbal communication skills.Demonstrated effective team player and analytical skills.Availability for up to 10% travel.Must hold an active Top Secret with SCI (TS/SCI).US Citizenship Required.Preferred Skills and Experience:Demonstrated ability to coordinate cross-functional work teams toward task completion.General PC knowledge including Microsoft Office expert level knowledge of Excel and PowerPoint, working knowledge of SharePoint, or Access (or similar database management system).Familiarity with PPBE / POM (at least one cycle).Familiarity with DoD Acquisition Process.Full-Time/Part-Time:
