Senior Development Manager . Under the direct supervision of the Director Economic Development, and in close collaboration with the Deputy Chief Administrative Officer for Planning and Economic Development, the Senior Development Manager is responsible for managing and coordinating highly complex and sensitive development projects for the City and EDA.Duties include but are not limited to

Assists in the creation of solicitation documents and collateral material to attract qualified development teams to respond accordinglyParticipates in the evaluation of development proposals to advance the City's redevelopment objectives including, but not limited to, analyzing the feasibility of the proposed development project and the financial submissions to complete the projectAssists in the negotiation of development agreements and associated documentsProvides detailed project management of all development on City and EDA owned land at all stages of developmentDevelops budgets and resources needed for the City and EDA to fulfill responsibilities related to the development projectsServes as the City's and EDA's primary point of contact for development teams selected to ensure the execution and delivery of high-profile economic development construction related projects in accordance with documents approved by City Council or the EDA (i.e. development agreements; purchase and sale agreements; cooperation agreements; etc.)Serves as a liaison between the Department of Economic Development and the Department of Planning and Development Review to help facilitate the resolution of issues related to permitting, zoning processes, and inspections for economic development construction related projectsProvides staff support for the EDAQualifications, Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE:

Bachelor Degree in Architecture, Engineering, Construction Management, Real Estate, Business, or related field or equivalent, in addition to 7+ years of development experience.Two years of supervisory experienceAn equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classificationMINIMUM TRAINING AND EXPERIENCE

Master degree is preferredEight years of professional construction/project management experienceLICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hireSKILLS:

Ability to read and understand construction documents (i.e. building plans, site plans, land use plans, maps, charts, surveys, etc.)Knowledge of legal concepts, terminology and issues included in real estate transactional documents (i.e. development agreements; purchase and sale agreements; documents related to real estate development projects, etc.)Detail oriented project management skills and experience using project management software and construction management toolsExcellent oral, written, and interpersonal communication skillsExceptional financial modeling skills and the demonstrated ability to build accurate conceptual real estate development pro-formasMust exercise discretion and sound judgement and be capable of handling confidential and highly sensitive information with professionalism and unquestionable integrity

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:

Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. While performing the essential duties of this job, the employee is regularly required to finger (pick, pinch, type or otherwise work primarily with fingers), talk, see, hear and use substantial repetitive motions of the wrists, hands, and fingers. The employee is frequently required to stand, walk, and feel; and the employee is occasionally required to climb, balance, stoop, kneel, crouch, and reach extending hands and arms in any direction, push, pull, or lift. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
