The Opportunity

WSDOT is currently seeking a skilled Transportation Engineer 2 to serve as the Budget, Reporting and Data Analysis Support Engineer for the Toll Division in the Northwest Region. This position will perform a variety of transportation, engineering, project monitoring, liaison, and financial analysis activities by performing reporting and monitoring tasks under general supervision. Assignments will provide the opportunity to gain valuable experience in tolling operations, project management, and financial analysis and monitoring. This position will be assigned productive tasks which may fall into one or more of several areas of transportation project management and monitoring, financial analysis, budget building and monitoring, liaison, preparation of presentation materials and process documentation.

Note: This position includes an approved in-training plan; therefore, it may be filled at the Transportation Engineer 1 or 2 level. The salaries for these classifications are as follows:

Transportation Engineer 1: $64,474 - $86,637 annually depending on qualifications.

Transportation Engineer 2: $71,101 - $95,621 annually depending on qualifications.

What to Expect

Among the varied range of responsibilities held within this role, the Budget, Reporting and Data Analysis Support Engineer will:Perform project budget monitoring with transportation project dataUpdate monthly budget vs. expenditure reports for the Toll Division, other transportation programs and capital projects that use toll funding.Use engineering principles and practices to analyze the data in the monthly reports listed above to determine if variances or anomalies require further research.Research variances or anomalies in the monthly budget vs. expenditure reports.Determine what is causing underspending or overspending (i.e. changes to scope or schedule of transportation project delivery).Applies engineering principles and practices relating to contract specifications to make recommendations to the Toll Budget Manager as to whether the budget needs to be updated to account for changes in toll transportation planned spending.Research staff charges and compare them to budget, original toll operations, and toll capital project budget assumptions.Conduct Transportation Operation & Maintenance (O&M) and Replacement & Renewal (R&R) project research to update project budgetsQualifications

This is a Transportation Engineer 2 position. However, the hiring manager reserves the right to fill the position at a TE 1 or TE 2 level (depending on qualifications), providing an opportunity for an individual to gain the required experience on the job as part of a formal "in-training" plan.

level, the following are required:

A Bachelor's degree in civil engineering (BSCE) or closely related field such as structural engineering,OR

Certification as an Engineer-In-TrainingTo be considered for the

TE 2

level, the following are required:

Certification as an Engineer-In-Training and one year of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1 or equivalent.OR

Two (2) years of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1 or equivalent. (Equivalent experience would be two years of experience with performing a variety of skilled project management support tasks and independently performs a variety of skilled construction office engineering tasks.)OR

A Master's degree with major study in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation or a closely related field.In addition, the following are required at both TE levels:

Excellent organizational skillsAbility to coordinate with internal and external office personnel.Ability to show initiative and adapt to the new developments.It is preferred that qualified candidates also have:

Experience with Toll and/or Ferries Operations program.Strong computer skills with PC-based (Word, Excel, PowerPoint), mainframe applications (CPMS, TRAINS, etc.), and web-based applications (FIRS, Cognos, Enterprise Reporting, etc.).Ability to work independently.Ability to multi-task and accomplish results with short deadlines.Strong verbal and written communications skills.Ability to work with others and solve problems.Important Notes

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Sick LeaveFull-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note:

Most agencies follow the civil service rules covering leave and holidays for

exempt

employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military LeaveWashington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement LeaveMost employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
