Summary of Job

The Philadelphia District Attorney's Office (DAO), led by District Attorney Larry Krasner, is committed to providing fair and just prosecution to all Philadelphians. We work collaboratively with partner agencies to transform the criminal justice system. The DAO is seeking a Human Resources Director who will oversee traditional HR functions and also serve as a transformational leader in an environment of culture change. The HR Director will lead and advise on all human resource matters, insuring compliance with employment law. They will also work collaboratively with Senior Leadership to help build and sustain a culture that values fairness, justice, equity, and unity. This means deep involvement in developing strategies for retention of talent and creation of growth opportunities for all employees and ultimately the future leaders of the office.

Essential ResponsibilitiesOversees the daily workflow of the department, directly supervising human resources staff (4-5) and indirectly supervising administrative functions: mail room (2), file room (3) and call center (1-2) staff.Administers or oversees the administration of human resource programs including but not limited to compensation, benefits (including open enrollment), FMLA/leave and ADA accommodations; disciplinary matters; disputes and investigations; performance and talent management; recognition and morale; occupational health and safety.Maintains our office policy manual, ensuring that DAO policies are compliant with federal, state, and local employment laws and regulations; works closely with DAO leadership to recommend, update and develop policies when necessary; publishes policies online and conducts trainings (during orientation and on an ongoing basis) to improve availability and compliance of all policies.Manages labor relations, including hearing grievances, negotiating settlements and initiating disciplinary action, and representing the DA's office in civil service and unemployment compensation hearings, as directed by the DA.Maintains personnel files, insuring compliance with applicable laws; maintains personnel records in our internal database as well as in the City of Philadelphia's Oracle HRIS; works collaboratively with DAO IT to develop modern practices for personnel file maintenance and accessibility.Manages logistics of recruitment and onboarding for the office including coordination of civil service postings with Central Office of Human Resources and attorney recruitment with senior staff.Responds to information requests from City Auditor and works with City Solicitor's office and Civil Litigation Unit on responses to discovery and Right-To-Know requests.Works collaboratively with Central Office of HR, participating in monthly city-wide HR Managers meetings.Performs other duties as required.Strategic Duties/Responsibilities:

Collaborates with the DAO Executive Team to understand the organization's goals and strategy related to staffing, recruiting, retention, and culture change.Develops, advises on, and executes best practices for talent management.Conducts research and analysis of organizational trends including review of reports and metrics from the organization's internal database.Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to collaboratively craft changes in policy or practice.Facilitates professional development, training, and certification activities for employees across the office.

Skills & QualificationsBachelor's degree in Human Resources, Business Administration, or related field; Master's degree preferred.At least 8 years of human resource management experience required.SHRM-CP or SHRM-SCP highly preferred.Experience working in the legal field and/or government agencies highly preferred.Excellent verbal and written communication skills.Excellent interpersonal and negotiation skills.Excellent organizational skills and attention to detail.Excellent time management skills with a proven ability to meet deadlines.Strong analytical and problem-solving skills.Strong supervisory and leadership skills.Demonstrated ability to adapt to the needs of an organization and employees.Demonstrated ability to manage competing priorities and to delegate when appropriate.Thorough knowledge of employment-related laws and regulations.Proficiency with Microsoft Office Suite or related software.Proficiency with or the ability to quickly learn the organization's HRIS and talent management systems.Rewards/Benefits
