LEADERSHIP OPPORTUNITY

The Federal Reserve Bank of Cleveland (Bank) is seeking an Assistant Vice President, Product – Revenue Collections. The Product - eCommerce/Mobile/Pay.gov function partners with and supports the US Treasury, Bureau of Fiscal Service (Fiscal Service) mission to expand the use of digital transactions across the Federal Government. This position provides strategic-level leadership, industry knowledge and innovative thinking to assist with Fiscal Service’s end goal of all-electronic payments and disbursements. Functional area(s) of responsibility

:

Responsible for establishing and executing the vision and strategic objectives for the functional area in partnership with the U.S. Treasury, Bureau of the Fiscal Service to support the Bank’s and the U.S. Treasury’s high priority initiatives.

Collaborate with stakeholders across the U.S. Treasury, Federal Reserve System, and industry to identify and implement strategies and tactics that are in alignment with Treasury’s goals and objectives.

Provide oversight and guidance to product management and delivery function for all Treasury business lines supported by the Bank.

Responsible for building a continuous improvement culture to enhance operational excellence within the function, and in the delivery of business value solutions to our stakeholders.

Ensure the function maintains high levels of customer satisfaction, stays abreast of current and emerging technologies, and identifies solutions for the functional area that are strategically important to the Bank and Treasury.

Participate and take leadership roles on various Bank and System committees as well as industry work groups that help establish the Cleveland Bank as a respected peer and leader within the System and industry.

Lead and develop a diverse team.

Specific expectations are as follows

:

Manage relationships with Treasury, TRSO, Board of Governors, Federal Program Agencies, and Financial Agents to Treasury to ensure stakeholders are kept informed of business line activities and potential impact to their business area.

In close partnership with the U.S. Treasury and peers within the Bank, facilitates the development, implementation and completion of strategic goals and objectives for the functional area including priority setting and oversight of strategic projects, to ensure achievement of objectives.

Leads transformational changes within the functional area in the delivery of innovative services and business solutions to key stakeholders. Creates an environment that rewards, recognizes, and implements innovative ideas that positively impact performance for the Treasury, Bank and the function.

Provide oversight and guidance for product management and development activities including the creation of product vision, strategy, and roadmaps, definition of product requirements, user testing and prototyping, and high level technical and user experience flows.

Enhances a continuous improvement culture to improve core business processes, services, and products.

Prepares, presents and interprets reports for executive level briefings and to provide direction on strategies and tactics that result in business value.

Influences U.S. Treasury and Bank technical direction through collaboration, and leading workgroups and initiatives across both the Treasury and Bank.

Attracts, develops and retains a high caliber professional staff with diverse capabilities and backgrounds. Manages the career development and talent management program for staff and managers to develop successors, skill sets and talent pools for key roles.

Promotes a strong control environment with appropriate security and risk management processes.

CRITICAL BACKGROUND AND CAPABILITIES

Qualifications

: The following demonstrated qualifications are requisite for the position:

Bachelor’s degree

A minimum of 10 years related experience with at least 5 years of management experience

Demonstrates intellectual curiosity and have the confidence to challenge the status quo and embrace and champion change.

High-level of skill and experience required in process definition, often in ambiguous situations.

Strong project management, agile transformation, communications, and executive presentation skills.

Demonstrates a high level of confidence and resilience, executive presence, and the ability to operate across many functions in the organization.

Highly effective at managing both up and down in a matrixed organization and translating complex programs to executive management as well as team members.

Demonstrates an understanding of customer-centric design practices and methodologies with an ability to translate the needs of the customer into technical direction.

Comprehensive knowledge of the payments ecosystem and the value proposition brought by various participants.

Experience in dealing with complex issues with a proven track record for delivering projects on time and within budget.

Knowledge of information technology services and technology innovations, with an emphasis on how different technologies integrate and the business value they provide.

Experience negotiating contracts for services and technologies.

Knowledge in continuous improvement methodologies and programs (e.g., LEAN).

Demonstrated ability to develop productive and collaborative relationships with senior level management, peers and other key stakeholders.

Strong interpersonal skills and ability to work effectively with and build consensus among diverse constituents whose interests sometimes compete.

Experience in managing and developing people, multiple projects, and programs effectively, while obtaining optimal outcomes.

Experience in overseeing, managing and directing a complex business line, including responsibility for budgets, work plans, and various management and committee reports.

Excellent written and oral communication skills.

Highly motivated professional demonstrating sound judgment and integrity.
