This position will have the opportunity for a hybrid schedule (a combination of in-office and remote workplace). **Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.

The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families, and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.

The Division of Universal Preschool is charged with the implementation of Colorado’s new voluntary preschool program beginning in July 2023. The Deputy Director will oversee and manage all projects related to the support of quality assurance, local coordinating organizations, and program management providing leadership by establishing systems that are supportive of a quality Universal Preschool start-up and program implementation in alignment with CDEC’s mission, values and strategic objectives. The Deputy will provide visionary and operational leadership, fostering trust and collaboration, such that the program delivers credible and effective service to the early childhood community

What you’ll be doing:

This senior leadership position exists to plan, direct and implement the programs, policies and strategic direction of the Universal Preschool Division. As the Deputy Director, this position oversees high level project management to hold managers and staff accountable to commitments and deliverables.

As Deputy Director, this position is responsible for co-managing all staff in the Division of Universal Preschool, with specific direct supervision over the quality assurance, LCO and Universal Preschool business units. The position supports the Division Director by guiding program development and project plans, monitoring activities, and coordinating efforts of individuals in the Division to ensure that various projects are subject to timely and accurate implementation. Office responsibilities include approving the Division budget and travel requests and other Division duties as delegated. Position assesses current practices and provides financial and impact analysis in response to Legislative and Executive Branch requests concerning programs and benefits related to this position’s scope of work. This position establishes and maintains written and oral communications with the Department’s management, other state departments, federal agencies, state boards, districts, associations, AUs, providers and clients. Position evaluates information, Rules, and guidelines and interprets this guidance to communicate with these outside parties, through written correspondence, phone calls, and meetings. Position conducts meetings with internal and external stakeholders related to policy development, information sharing and the coordination of operations.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications

Nine (9) years of full-time professional work experience in a field related to the major job duties of the position, which must have included three ( 3) years of professional program management experience (establishing organization structure, developing strategic work plans, budget development and control, setting goals); and at least five (5) years of supervisory/leadership experience t o include all aspects of formal supervision of staff.

OR

A bachelor’s degree from an accredited college or university in early childhood education, educational leadership, sociology, psychology, social work, political science, human services, public or business administration, or in a closely related field

AND five (5) years of full-time professional work experience in a field related to the major job duties of the position, which must have included three ( 3) years of professional program management experience (establishing organization structure, developing strategic work plans, budget development and control, setting goals); and at least five (5) years of supervisory/leadership experience to include all aspects of formal supervision of staff

Highly Desired:

Ability to create change management tools such as communication plans, sponsor roadmaps, coaching/training plans, etc., to effectively manage change

Ability to work well with project stakeholders regardless of position or authority, including executive sponsors, team members, department heads, customers, vendors, and staff.

Negotiation and consensus-building skills.

Ability to identify problems, determine accuracy and relevance of information and use sound judgment to generate and evaluate alternatives and to make recommendations.

Able to multi-task, prioritize, and manage time effectively

Experience managing multiple high-stakes projects with multiple deliverables simultaneously.

Excellent customer service experience and interpersonal skills including a proven ability to partner with professionals and stakeholders of all levels

DEFINITION OF PROFESSIONAL EXPERIENCE:

Work that involves exercising discretion, analytical skill, judgment, and personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

Conditions of Employment:
