Purpose:
This position will be the security subject matter expert for all assigned programs and be required to interpret and administer security requirements in accordance with contractual and government regulations. The CPSO is the primary interface with government agencies regarding assigned program security matters and requirements and will be at the forefront of the CPSO’s responsibilities.
The CPSO will manage the program access requests, inspections, pre screening questionnaires, foreign travel reporting, inspections, corrective action plans, draft and executing memorandums for record, visit requests, security briefings/refreshers/debriefings, maintain access rosters, inventory checklists, classified mail, IDS/access management systems and perform other duties as assigned.
U.S. Citizenship status is required as this position requires a Top Secret security clearance with a current investigation date on the first day of employment.
Responsibilities:
Administration of security procedures for classified and/or proprietary materials, documents, and equipment for multiple, moderate to large sized contractual activities
Investigate and document security violations/incidents, providing recommendations for corrective actions to program personnel/management
Attend, support and participate in program meetings, staff meetings, telecons, etc
Physical Security
Maintain the program’s access control system
Develop/maintain program Fixed Facility Checklists to establish/update classified work areas, including maintaining necessary waiver/approval records.
Security Education & Training
Develop/conduct formal initial and recurring security education and training materials/events.
Participate in the planning for new classified information systems and support the ISSM/ISSO with the development of System Security Plans.
Develop/prepare and/or modify, as necessary, Standard Operating Procedures (SOP), Operations Security (OPSEC) Plans, Subcontractor DD Form 254, and classified and/or proprietary test plans
Ensure adherence to the provisions NISPOM 32 CFR 117 or ICD 705 requirements
Review articles and documents for appropriate classification markings
Conduct an annual accountable classified material inventory when applicable
Maintain Document Control and Media Control inventory and database
Coordinate with government agencies to obtain rulings, interpretations, and approvals for compliance with regulations
Coordinate with Cyber Security personnel to ensure Information Systems (IS) are compliant
Maintain a visitor control program
Maintain reproduction and destruction capabilities of classified and/or proprietary materials
Implementation of COMSEC procedures and requirements
Conduct security indoctrinations, annual refresher briefings, and debriefings of personnel
Host classified meetings, discussions and presentations
Participate in security reviews and be able to compare procedures and/or regulations with actual operations in order to document findings and recommend corrective action
Respond to alarms and other emergencies to include after normal business hours and/or nights/weekends
Support collateral security program as required
Knowledge, Skills, and Abilities:
Special Program related training with DCSA Center for Development of Security Excellence (CDSE)
Ability to develop solutions to a variety of problems with attention to detail
Ability to plan, schedule, prioritize and arrange activities in accomplishing objectives
Excellent written, verbal, presentation and computer skills
Self-starter with minimal supervision
Requirements:
Must have a Final Top Secret security clearance.
Ability to maintain a DoD Top Secret clearance and all Special Program accesses
5+ years of CPSO/ACPSO experience, or combined education
Candidate must be knowledgeable of the following Government policies: 32 CFR Part 117, DoDM 5205.07 Vol 1-4, ICD 705.
Strong oral and written communications skills
Willing to work extended hours, in a fast paced, deadline driven environment
Willing to travel on company business occasionally
