Job OverviewThe Program Manager & Change Leader is a position dedicated to the strategic advancement of our external website(s) through highly effective program planning and roadmap development.
PM&CL is an experienced change management professional that supports senior operations leadership in identifying, exploring, and documenting stakeholder business needs for representation in short-term program planning and requirements building, and is responsible for delivering site-specific product roadmaps to inform the strategic investments for product line and website content teams. This role works across the Bank’s Information Technology and Communications teams and directly with stakeholders in Research, Regional Analysis, Community Development, Supervision, and other departments.
Actively drives a culture of collaboration and an environment of learning. Can lead or assist in leading complex and strategically important national priorities and/or will serve as a liaison and advisor for functional, bank, system/board programs and related business policy or strategies. Matrix relationship management responsibilities with subject matter experts (staff, managers, and/or officers) embedded in various functions across the organization.
Essential Accountabilities
Ensuring stakeholder business needs related to the website are well documented and represented in short-term program planning and requirements building (in accordance with IT agile program methodologies). This role requires high collaboration with the IT Strategic Analysis and Planning team.
Advising stakeholders on industry best practices to accomplish their business goals (in partnership with peers).
Delivering site-specific product roadmaps that inform the strategic investments for both product line and website content strategy teams, and reflects stakeholder and industry expectations. This effort requires direct collaboration with teams responsible for Customer Experience & User Experience, Solutions Design & Delivery, and Website Content Services, and Editorial and Content Development.
Maintaining highly effective communication with stakeholder groups on planning activities for external sites, with primary focus on Clevelandfed.org.
Experienced change management professional that can lead or assist in leading strategic organizational change. Individual will utilize change management principles, processes and tools to drive operational and behavioral changes, design change strategy, assess stakeholder and organizational readiness, recommend/implement appropriate communication, training, and behavioral change solutions, and measure effectiveness to enhance organization, group, and individual performance.
Matrix relationship management responsibilities for functional program/project team members, which may be individual contributors, project managers, and/or managers/officers. Matrix management responsibilities include establishing clear expectations and holding program/project team members accountable to deliverables, delegating program/project tasks, supporting performance management processes, and coaching and mentoring program/project team members and aspiring project/program managers. Works on multiple highly complex technology solutions or manages product portfolio that require in-depth knowledge across multiple business or system-wide.
Supports senior leadership in advancing strategic objectives and actively drives a culture of innovation and an environment of learning, which fosters engagement, risk-taking and innovation. Collaborates in the development and execution of functional objectives, communicates strategic plans, priorities, and values across audience and stakeholders.
Anticipates business challenges and opportunities, and proactively creates an environment that is forward-looking and risk-oriented.

Knowledge and Skills Area - Advanced Level

Education and Experience
Bachelor's Degree in Business, Engineering, Information Technology or similar with a minimum of 10 years of related professional work experience.
Master's degree with a minimum of 7 years of diverse professional work experience.
Familiarity with project management methodologies, specifically IT agile program planning approaches.
Experience in working in matrixed organizations and managing multiple stakeholders.
Physical Demands and General Working ConditionsTraditional office environment: Employees typically sit most of the day, work with a computer and may answer/respond to phone calls. Physical movement consists of walking for meetings, breaks, etc. Ability to lift items weighing approximately 20 pounds on a limited basis is required. Employees may be required to travel by car/air.
