Industrial Controls System (ICS) Supervisory Control and Data Acquisition (SCADA) Programmers are essential members of the Utility's ICS SCADA team which includes ICS SCADA Technicians. This team is comprised of technology-driven disciplines that provide the technical expertise required to support the operations of water and wastewater treatment, distribution, and collections at the Utility's plants and field facilities. SCADA Programmers maintain and support the equipment, wired and wireless communications infrastructure, and software used to monitor and control various automated processes at the Utility. In addition, they develop, troubleshoot, and maintain the programs used by programmable logic controllers (PLC), operator interfaces, and control room screens.Environment and Hazards:
Work is performed indoors and outdoors and may be subject to extreme heat, cold, noise, vibration, and electromagnetic fields. Hazards include electrical current, RF emissions, and potential exposure to chemicals, fluids, fumes, odors, dusts, mist, gases, and/or poor ventilation. National Electric Code (NEC) Class I, Division I environment.Responsibilities:
Supervision and training of lower grade technicians as required.Coordinates work efforts with the SCADA team, facility operators, and/or other workgroups.Installs, updates, troubleshoots, or replaces PLC equipment, pump controllers, operator interfaces, and network communications equipment.Programs, installs, and troubleshoots PLC and operator interface applications and control room displays.Installs and maintains SCADA software on PCs, laptops, and/or servers.Coordinates with operators and/or SCADA technicians to ensure end-to-end accuracy and consistency of instrument readings on operator interfaces and control room displays.Maintains documentation of the SCADA system.Uses test equipment, reads schematics, and maintenance manuals.Uses CAD and other software to prepare schematic drawings, sketches, and reports to reflect changes or alterations made in instruments, circuits, and systems.Traces out and tests electronic circuits and components to locate defective parts.Maintains the SCADA radio telemetry and network systems.Qualifications:
Knowledge of modern water and wastewater instrumentation in a medium-to-large utility.Knowledge of the principles of pumps, motors, controllers, water and wastewater treatment processes.Advanced computer skills required to work in a DCS SCADA environment.Ability to read and interpret technical manuals of water and wastewater treatment equipment.Ability to calibrate and repair electronic and electrical equipment.Ability to work as a team member and work independently at remote locations.Familiarity with one or more of the following: Allen Bradley PLCs and OIs, the Rockwell Automation software suite, WonderWare, DataFlow Systems.Ability to program using these PLC languages: Ladder Logic, Function Block, Sequential Function Chart, and Structured Text.PHYSICAL SKILLS:
Ability to lift and/or move up to 80 pounds and also push or pull heavy objects. May use a handling device (dolly, cart, etc.) or work with another team member to lift and/or move excessively heavy objects. Ability to communicate effectively using verbal, written, and visual communication. Ability to frequently bend, climb, squat, and walk. Ability to learn applicable codes and regulations.EDUCATION, TRAINING AND EXPERIENCE:
Graduation from high school or possession of an acceptable equivalency diploma and seven (7) years of experience in water and wastewater instrumentation
OR
graduation from an electronics school with five (5) years of experience in water and wastewater instrumentation.LICENSES, CERTIFICATIONS OR REGISTRATIONS:
