An incumbent in this position is responsible for setting the standard and leading all major Division of Information Technology (IT) projects, including overseeing project personnel and enforcing project management standards. This position will require in-depth knowledge of industry and public sector methodologies for successful implementations of major projects. The incumbent is also responsible for creative and innovative solutions needed for project productivity tools.Nature and ScopeAn incumbent reports directly to the director of IT strategic planning. This position will establish, plan and manage IT projects, contribute to the development of established business processes and participate in the budgeting process for IT projects. The IT Project Manager will serve as a liaison between the business and technical aspects of the assigned projects. Typical contacts include college employees, federal, state, and local officials, external vendors, consultants, and contractors.Principal AccountabilitiesManages and leads collegewide IT projects through the development, planning, budgeting, implementation, and closeout phases.Develops business/IT process improvement initiatives and provides direction in the preparation of standards for reports and project plans.Leads the implementation and enforcement of a successful project management methodology. Establishes and maintains project standards throughout the entire lifecycle.Prepares reports and recommendations for project approval to IT Directors and the vice president for information technology.Oversees contract/bid management (tracking information technology contracts) and financial management of project budgets and costs.Establishes and implements project communication plans, providing status updates to affected sponsors and stakeholders.Coordinates interaction with external vendors when evaluating new IT products and services for the college.Leads the review and maintenance of IT related policies in collaboration with IT leadership.Contributes to the development, maintenance, and testing of the college’s disaster recovery plan.Provides regular status updates of IT projects and ensures compliance with established requirements.Performs other duties as assigned.Knowledge Skills and AbilitiesKnowledge of project management practices and procedures.Knowledge of information technology systems and software in an educational institution.Knowledge of State of Delaware bid process and vendor selection process.Knowledge of business process methodologies.Knowledge of systems development lifecycles.Knowledge of preparation of cost benefit analysis and risk assessment.Skilled listener to establish stakeholder requirements.Skilled in motivating team members to achieve positive outcomes.Skilled in the organization of data/information to spot trends and progress.Skilled in the art of negotiation to assist in project progress.Ability to lead a team of diverse members through project methodology and provide guidance when needed.Ability to adapt to changes in project scope, budget, and timeline.Ability to communicate effectively, both orally and in writing, and relate to a diverse population in a multicultural environment.Minimum QualificationsPosting Number: REG4374PONumber of Vacancies:Desired Start Date:Position End Date (if temporary):Open Date: 09/25/2024Close Date: Open Until Filled: YesSupplemental Questions
