Job DutiesThe Virginia Department of Agriculture and Consumer Services is seeking an experienced Database Services Manager to manage the ongoing implementation, management, and support of complex technology solutions in an Oracle database environment by providing leadership to the team maintaining VDACS Oracle databases and application servers to meet agency strategic goals, implementing effective support operations using agency approved technologies, and assigning tasks to database administrators and providers to maintain the agency’s database and application server capabilities. The Database Services Manager will manage and administer the Oracle database infrastructure, software, and services of the agency, interact with application development personnel to implement the best possible business applications using the Oracle Relational Database Management System (RDBMS) and related technologies, and provide for the integrity and security of the data managed in the Oracle environment. Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth's telework policy. VDACS will consider a maximum of one day per week telework once fully onboarded and trained.
Minimum QualificationsThe employee is expected to have advanced knowledge of the purposes and functions of the Oracle RDBMS including advanced skills with database modeling techniques, configuring and managing Oracle security, implementing backup and recovery techniques, and performance monitoring and tuning of Oracle databases. The employee must be familiar with the Oracle Enterprise Manager (OEM) and be able to perform DBA functions with OEM and other tools. The employee must have advanced ability administering the Oracle Web-Enabled computer paradigm, including configuration of Oracle Application Server to support Oracle Forms and Reports, Oracle Application Express, and Oracle BI Publisher. The employee must have demonstrated skill in designing and implementing databases and their applications, including analyzing user requirements. The employee should have familiarity with the Oracle Cloud Infrastructure and the ability to utilize Oracle cloud administration tools. The employee should be skilled in utilizing the Linux operating system, preferably Oracle Linux. Knowledge of and the ability to use database management tools is also valuable. The employee should display significant experience supervising and managing DBA staff. The position requires substantial experience installing, configuring, and managing Oracle relational databases on a Linux operating system, including database backup and restore, archive log management, performance tuning, capacity planning, storage management, and security administration and configuration. Substantial experience installing, configuring, and managing Oracle WebLogic Server, Oracle Forms and Reports, Oracle Application Express, and Oracle BI Publisher software in a Linux environment. Significant experience configuring and managing Oracle standby database servers, including log shipping. Significant experience managing applications on the Linux operating system. HS Diploma/GED required.
