Date: Oct 28, 2024Requisition No: 840215Agency: Department of HealthWorking Title: HEALTH SERVICES MANAGER - SES - 64029467This is a highly independent position that serves as Chief Deputy Registrar for the Florida Department of Health – Sarasota County Vital Statistics Office, under the supervision of the Financial Administrator. The role oversees a team of three staff members across two locations, maintaining vital records (birth, death, and fetal death) in compliance with Florida Statutes and Department of Health policies, rules, and regulations.Key ResponsibilitiesProgram Operations
Oversee daily operations of the Vital Statistics offices, ensuring compliance with applicable regulations.Review and implement changes in policies, procedures, rules, and regulations, assessing their impact on services.Provide direction, guidance, and consultation to hospital and funeral home administrators on managing service programs and responsibilities.
Records Maintenance
Act as Information Custodian for Vital Statistics, ensuring the confidentiality of all records.Enforce laws and regulations related to recording and issuing vital records; report infractions to the State Office of Vital Statistics.Collaborate with government agencies (e.g., FBI, CIA, Passport Agency, Customs, and Immigration) as needed for investigations.
Fiscal Management
Manage the Vital Statistics Office budget and oversee cash operations for certified copies of records.Submit balanced financial reports to the Fiscal Office daily; maintain internal controls for cash handling.Verify invoices, manage inventory, and review/update the fee schedule as necessary.Monitor and audit cash reconciliation and safety paper tracking at Tax Collector’s sites, conducting random spot checks and reviews.
Staff Supervision
Perform all supervisory duties, including hiring, performance appraisals, developing performance plans, and managing disciplinary actions.Plan and direct staff work, approve leave, and ensure employees have appropriate system access.Monitor staff performance to ensure service quality standards are met or exceeded.Maintain up-to-date position descriptions, performance evaluations, and SMART goals.Promote employee performance and development through regular meetings, training, and coaching.
Required Knowledge, Skills, and Abilities:Proven change management and leadership skills, with the ability to influence without direct reporting lines.Strong problem-solving abilities; capable of managing multiple and shifting priorities.Excellent written and oral communication skills, including proficiency in PowerPoint.Ability to coach, train, and provide constructive feedback across all organizational levels.Proficiency in MS Excel preferred.Familiarity with financial and budget processes; demonstrated experience in budget management.Adaptability to engage with diverse audiences.Capability to function independently with a high degree of discretion.Qualifications:High school diploma or GEDWhere You Will Work:William L.
