Proof of licenses, certifications, and/or education must be submitted with each application.The Human Services Program Manager in the Department of Health and Human Services, Bureau of Behavioral Health, Local Addictions Authority Division will assist in the planning, development, and management of a full range of treatment, recovery support and linkage to care services for the Public Behavioral Health System in Baltimore County for persons living with substance use disorder and mental illness. The Human Services Program Manager will be responsible for collaborating with other human service agencies, supervising clinical staff, monitoring budgets and grant expenditures, working with providers, monitoring contracts for performance and compliance, preparing grant proposals and reporting on program implementation.Examples of Essential DutiesManages behavioral health programs and initiatives for the Local Addictions Authority (LAA) Division of the Bureau of Behavioral Health.Provides supervision and oversees daily operation of program staff for the LAA Division in the Bureau of Behavioral Health.Represents and/or acts in a leadership role for Division/Bureau in interagency meetings and committees.Monitors budgets for the Division initiatives, and supervises staff who are responsible for fiscal actions related to those grants and programs.Monitors contracts for compliance to conditions of award and supervises staff who are responsible for program oversight and provides technical assistance as needed.Prepares reports for programs and service outcomes and performance for the Division.Prepares grant proposals and Requests for Proposals for services and initiatives for the Division.Prepares and delivers community presentations concerning Baltimore County behavioral health resources.(NOTE: The duties and responsibilities listed above are for the purpose of determining a common set of minimum qualifications for all positions in this class. Each position may not be required to perform all of the essential job functions listed.)Minimum QualificationsGraduation from an accredited college or university with a bachelor's degree in a social or behavioral science, plus four years' experience providing human services, such as intake/referral, counseling or educating, which includes one year in a supervisory capacity.(Related education beyond a bachelor's degree may be substituted on a year-for-year basis up to a maximum of two years for the required non-supervisory experience. Additional experience in providing human services may be substituted on a year-for-year basis up to a maximum of two years for the required education. Experience in the supervision and management of a human services program may be substituted on a year-for-year basis up to a maximum of four years for the required education.)Preferred QualificationsExperience working in the Public Behavioral Health System.Experience providing supervision to professional and clinical staff.Experience in providing training.Demonstrated ability to work with multiple groups and organizations in a collaborative manner.Advanced clinical license preferred.Master's degree preferred.Knowledges, Skills and AbilitiesKnowledge of substance use disorders, mental health and the Public Behavioral Health Service system.Knowledge of providing supervision of professional staff, monitoring budgets and fiscal oversight of programs.Knowledge of preparing and responding to grants and Request for Proposals, and writing reports related to program performance and outcomes.Skill in providing training.Ability to be detail oriented and able to work independently and manage a variety of tasks.Proof of Licenses, Certifications and EducationApplicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position.
