Seeking a talented and driven DoD/Navy Acquisition Systems & Data Analyst to join our SSP eBusiness Office team supporting a Navy client with their transition into the Navy’s Electronic Procurement System (ePS) solution.
In this role, the Acquisition Systems and Data Analyst will support a variety of ePS deployment readiness and cutover activities, including change management, communications, testing, training, user management, and data analytics. To be successful, the Analyst should be well-organized, capable of quickly learning the client’s current state operating environment (people, process, systems, data sources), and driven to use data as a means of bolstering the overall team’s effort to guide the client’s go-forward path to Navy ePS.
The right candidate is someone who learns quickly and strives to iterate and enhance existing tools/techniques the team/client uses today.
Candidates should possess strong critical thinking skills and be acquisition business process/systems curious.
In preparation for the client’s transition into ePS, the Analyst will support team members who are leading testing, training, and data migration readiness efforts.
While supporting the various early state ePS transition efforts that are already underway, the Analyst will need to be an organizing force who can lead, explore, and help aggregate data from the various current state acquisitions systems sources (e.g., FPDS, EDA, SPS, ADVANA).
With the right data sets available, the Analyst can then develop and deliver impactful visualizations, dashboards and reports that will help guide the team/clients through Data Cleansing and Migration efforts.
Through the ePS transition journey and into sustainment support, the Analyst will work with the team to continuously assess and analyze processes and data that will allow the team and client to identify and make informed decisions about where to leverage resources and changes efforts to further streamline and improve the use of the Navy’s ePS solution.

Responsibilities & Duties
Quickly
learn how to use the Navy’s new ePS solution and flex to support the team
across a variety of systems implementation, change management, and
transition readiness efforts (end-user account provisioning, functional
release testing, end-user training, and Tier 2 functional and business
process support, data migration, and ad-hoc data analysis/reporting)
Collaborate
with cross-functional teams to understand project requirements and deliver
insights that support the contract's objectives of increasing data
integration, establishing enterprise data standards, improving data
accessibility; and strengthening the client’s data analytical expertise
Identify,
aggregate, and manage the collection of data from various acquisition
systems sources and ensure data is accurately collected, transformed, and
poised for analysis Utilize data analysis tools (e.g., MS Excel
PowerQuery) to develop data sets that facilitate the development of
reports, metrics and dashboards (static and dynamic) that allow the team
to provide actionable insights and recommendations to support client
objectives – e.g., data migration readiness dashboard depicting conformed
award status data
Employ
statistical techniques to interpret and validate data, patterns, and
anomalies
Prepare
and deliver reports and presentations that effectively communicate
analytical findings to non-technical stakeholders
Draft
data-driven insights to be folded into program briefs, point papers, and
ad-hoc metrics
Qualifications
5+ years of practical experience in the DoD or DoN Acquisition (Procure to Pay) operating environmentBachelor's degree in a relevant field (e.g., Business Administration, Project Management, Information Systems, Data Science, Computer Science)Knowledge of Department of Navy (DoN) acquisition and contract writing processes, regulations, and business systems (e.g., AMS, Navy ERP, SPS, FPDS-NG, FAR, DFARs)Experience working with and helping small teams through systems implementation efforts (testing, training, user management, data analytics/reporting)Excellent critical thinking and problem-solving abilities, with a keen attention to detailProficiency in data analytics methodologies, tools, and software applicationsSkilled in aggregating data from various sources, data cleansing and transformation, developing reports/metrics/dashboards, and deriving meaningful insights from dataAbility/desire to learn and utilize new acquisition systems (ePS) and data analytics/digital transformation tools (e.g., Advana/Jupiter, MS Excel PowerQuery, Qlik, Tableau, PowerBI, PowerAutomate)Effective communication and presentation skills to convey complex data insights to non-technical stakeholdersAbility to work collaboratively in a team-oriented environment.Self-starter with the ability to work independently and take ownership of initiatives with minimal supervision
