Job Duties

This position serves in a pivotal executive support role. Position reports directly to the Commissioner with supervisory responsibilities as assigned within the deliverance of the agency's programs housed in the Natural Resources Divisions. Executive level and management responsibility for the execution of advising the VMRC Commissioner on policy matters related to fisheries management, shellfish management, coastal resilience, habitat restoration, ocean planning, marine economic resilience, and state lands management. The successful candidate may represent the Commissioner in key initiatives such as the Atlantic States Marine Fisheries Commission (ASMFC), Mid-Atlantic Fisheries Management Council (MAFMC), Chesapeake Bay Program, Virginia Watershed Implementation Plan (WIP), Coastal Master Plan, and the Virginia Coastal Zone Management (CZM) Program Coastal Policy Team.Additionally, this position serves as a liaison with VMRC's academic and advisory partners at Virginia universities and supervises the assigned Natural Resources Management Division(s), along with collaborates closely with state and federal partners, to align conservation policies with the Chesapeake Bay Preservation Act and enhance estuarine fish habitat.Duties and Responsibilities:• Advise the Commissioner on complex regulatory and policy issues, including fisheries management, ocean planning, and marine habitat restoration, and coastal zone management enforceable policies: Represents the Commissioner on matters related to the CBP and Virginia WIP, the Coastal Master Plan Tech. Advisory Committee and the CZM Program Coastal Policy Team. Assists with coordination with the Mitigation IRT and building mitigation/ compensation strategies for other protected resources• Develops, implements and manages VMRC's program(s) to improve marine habitat and waterways of the Commonwealth. Formulates recommendations for funding projects on state-owned submerged lands, tidal wetlands and coastal primary sand dunes and beaches AND removal of obstructions or hazardous property from State waters. Assistwith managing and reporting on grants and funding projects. Applies for and manages grants related to duties. Oversee and supervise the VMRC Commissioner's Watermen Apprentice Program to ensure the development of career pathways in the commercial fishing and marine industries.• Manage and coordinate agency projects funded through the Marine Habitat and Waterways Improvement Fund (Section 28.2-1204.2, Code of VA).• Oversee the Regulatory Coordinator and ensure compliance with Virginia's regulatory process.• Collaborate with academic and advisory partners, as well as state and federal agencies, to advance conservation initiatives and align wetland and shoreline policy with Chesapeake Bay preservation efforts.• Supervises assigned Division(s) to promote sustainable fisheries management and habitat restoration.• Primary liaison to VMRC Academic and Advisory Partners at VA Colleges/Universities; Works closely with the Chiefs of Habitat Mgt. Div., Fisheries Mgt. Shellfish Management Div, and state and federal partners; Review CZM enforceable policy and comment coordination for large projects.• Jointly manage budgeting of the Marine Habitat and Waterways Improvement Fund. Assist the Commissioner's Office in coordination of agency reports or official responses.Minimum Qualifications:

Minimum Qualifications

Extensive knowledge of marine environments, natural resources, and the habitats they depend on. Experience in budgeting, planning, performance measurement, and legislative interpretation. Strong background in developing fisheries regulations and managing fisheries management policies. Demonstrated ability to work independently but also take direction and coordinate effectively with government agencies, interest groups, and local stakeholders. Must be a team player, and champion a harmonious working environment.

Equivalent combinations of education, training, and experience may be considered.

Preferred Additional Qualifications:

Experience or familiarity with:

o Atlantic States Marine Fisheries Commission (ASMFC)

o Mid-Atlantic Fisheries Management Council (MAFMC)

o Fisheries management throughout the U.S. East Coast• Knowledge of Virginia Commercial Harvest and Fisheries Reporting systems.• Experience managing job/apprenticeship programs, particularly in the marine industry.• Experience working within the Virginia regulatory framework and federal regulatory frameworks.• Expertise in policy writing at a high level within state and federal regulatory contexts.

Additional Considerations

Master's degree in environmental science or a related field preferred, with at least 10 years of experience in a government, academic, or nonprofit science advisory or applied research role. At least 10 years of experience of delegation and supervision of entry-level to mid-level supervisors and/or division leaders.Note: This position requires minimal physical ability but may lift up to 5 lbs. occasionally; pushing and pulling; standing, sitting, reaching, walking, bending, and stooping.
