Job Duties
The Regulatory Coordinator is responsible to coordinate the agency's regulatory process, from beginning to end. This position maintains all records as recommended by the Virginia Administrative Code Guidelines; including preparing records for appeals and record keeping for the Commission. This position assists other agency personnel with any regulatory procedures; prepares and organizes the License Status Review cases before the Commission upon request.This position serves to carry out administrative processes associated with regulatory and guidance development and adoption; to assist with representation of the agency before the Virginia General Assembly (DOE); to contribute to and support agency policy initiatives; and to serve as an ambassador to agency staff and the Virginia public.This may be either hired as a Specialist I or II DOE and State regulatory systems knowledge. Duties and Responsibilities:Executes and completes the administrative processes associated with the adoption, repeal, and amendment of agency regulations. This includes, but is not limited to, coordination with Division staff for agency regulatory processes, management of the Department's public comment interface, entry of regulations into the Regulatory Information System, completion of necessary submissions to the Virginia Regulatory Townhall and the Office of Regulatory Management, and other tasks associated with agency regulatory processes as required by the Administrative Procedures Act.Prepare, distribute, and publish all public notices and regulations (draft and final) as outlined by the Code of Virginia. Coordinate and serve on the agency Regulatory Review Committee including meeting scheduling and material distribution under the direction of the Deputy Commissioner.Develop draft regulatory language for all proposed regulatory amendments and changes for the Fisheries and Shellfish Management Divisions. Serve as the lead for the agency under thedirection of the Deputy Commissioner for the Office of Regulatory Management requirements including Town Hall procedures, regulation reviews, unified plan, and periodic reviews. Responsible for updating and amending regulations through the RIS system.Supports the Deputy Commissioner office throughout legislative sessions by efficiently organizing LAS and EBRs, creating shared files and calendars during legislation session, staying abreast of proposed legislation and committee calendars; creation of an annual legislation report.Coordinates and organizes draft and final regulations, evaluations, and public notices for all agency divisions. Creation of agency-wide procedures related to public meetings and petitions for rulemaking to be consistent with FOIA rules; creating and tracking annual FOIA training; development of additional SOPs as directed by the Creation of agency-wide procedures related to public meetings and petitions for rulemaking to be consistent with FOIA rules; creating and tracking annual FOIA training; development of additional SOPs as directed by the Commissioner or Deputy Commissioner of Coastal Policy. Provides guidelines for collection permits to any new recipient. Ensures the requestor of any permit meets guidelines established by the Code of Virginia and the Division. Coordinates with the Law Enforcement Division; for its review of any striped bass collection permits.Under the direction of the Deputy Commissioner serves as agency liaison with Virginia Code Commission Registrar for documented receipt and maintenance of, regulations as public record. Assures appropriate division in agency is notified of conflicts with regulations submitted and that solutions are forthcoming. Prepare agency records for appeals. Receives completed requests for a pound net or fixed fishing device from law enforcement and follows established process for completion. Monitors and tracks all respective steps, this includes the advertisement, public comments, and issuance of licenses/permit.Assist in collating divisional information for the Monthly Management Review (MMR) ReportsResearch and prepare monthly License Status review cases upon request from the Law Enforcement Division. Prepares all supporting documentation for each case; searches summons reports for each violation; obtains license history and summons report for each previous violation (if applicable); will compile the offender documentation package and determine the recommendation in accordance with current sanction tables.Assists the Commissioner's Office in coordination of agency reports or official responses, and other duties as assigned.
Minimum Qualifications
Must have experience in a high-demand and fast paced working environment, ability to maintain confidentiality, and promote a harmonious team effort agency-wide. Experience with computer systems, MS Office suite (strong skill set in excel working with formulas, charts and diagrams preferred), fax machines, calculator, copier, telephone with multiple lines. Demonstrated hands-on Government, marine environments and regulatory experience a plus.For individual with at least 6 years hands-on regulatory knowledge and experience, plus strong administrative support skills, we will hire in at Specialist II, Pay grade 5.If individual is new to state government with strong administrative, excel and computer systems experience, but little to no regulatory experience, we would start at Specialist I, pay grade 4 and start at estimated $45K - 50K DOE.
Additional Considerations
Graduation from an accredited college or university with a degree in government, public administration, business administration, communications, public relations, or a related field is preferred. At least five years hands-on administrative experience supporting a leader and/or division. Experience with computer systems, MS Office suite (strong skill set in excel using formulas, charts and diagrams preferred), fax machines, calculator, copier, scanners, telephone with multiple lines, etc. Must have experience in a fast paced, confidential work environment.Note: This position requires minimal physical ability, but may lift up to 10 lbs. occasionally; pushing and pulling; standing, sitting, reaching, walking, bending, and stooping,
