Who We Are:

The Department of Enterprise Services (DES) provides centralized business services to state government agencies; to other public entities such as cities, counties and tribes; and to Washington residents. DES' mission is to strengthen the business of government for a sustainable and just future.

About the Opportunity:Our Human Resource department is unique in that we provide our services and expertise to not only DES, but also to approximately 35 small state agencies, boards, and commissions. As DES' sole Classification and Compensation Specialist, you will be responsible for upholding the integrity of Washington's classification and compensation structure by providing professional level review of class and comp requests and issuing determinations for DES divisions and small agency customers. This senior-level position will need to maintain a global view of class and comp across DES and the small agencies it supports so that it can be a strategic thought partner and an active participant in highly confidential and crucial discussions with executive leadership. You will recommend classifications for agency re-organizations and new/emerging business needs, and provide consultation and expertise for establishing new classifications and modifying existing class specifications during the biennial collective bargaining process in collaboration with OFM State HR. You will provide professional level consultation to managers and staff on class and comp issues, a thorough analysis of individual class and comp submittals, and determine the appropriate position allocation and the FLSA designation. This role is also responsible for developing processes to ensure consistency in job classes and bands across DES divisions. You will facilitate process improvements, collaborate with the HRBP team to adjust classification processes, and serve as the main contact with the Office of Financial Management (OFM) and State Human Resources (SHR) for DES and small agency class and comp work. You will be responsible for supporting the HR Division and DES in creating and maintaining an inclusive and safe environment for all individuals interacting with our agency. Working with small agency teams, you will advocate for practices and working conditions that promote inclusion in the workforce and enhance the way we serve the public.Duties

Some of What You'll Enjoy Doing Includes:

Making independent allocation decisions as a subject matter expert in state classification and compensation systems by reviewing position descriptions and position review forms.Reviewing and approving position allocations or reallocations, ensuring decisions are consistent, appropriate, supported by documentation, defensible, and uphold the integrity of the classification structure.Utilizing critical thinking skills to analyze and gather information for allocation determinations, considering job classes, organizational structures, and long-term strategies.Performing detailed analyses of submitted compensation proposals and concerns to determine appropriate actions.Collaborating with the HRBP team on classification and compensation activities, ensuring the integrity of systems while addressing the needs across all DES divisions and small agencies.Providing final determinations for allocations when establishing new positions and updating existing ones.Offering expert-level advice to agency executive management on recruitment, retention, alignment, and compression issues within the classification and compensation system.Recommending actions to resolve classification and compensation concerns and develop action plans for addressing them.Ensuring consistency in classification and compensation across DES divisions and small agencies.Collaborating with HRBPs to develop the documents needed to submit classification and compensation proposals to OFM/SHR.Leading HR projects and process improvement efforts related to classification and compensation.Providing support to small agency customers in their own classification and compensation proposals.Assisting in scheduling and facilitating meetings for the Washington Management Service (WMS) and IT Professional Structure (ITPS) committee.Other duties as assigned.Qualifications

Required Qualifications:

At least seven (7) years of experience making position allocation determinations and providing consultation related to classification and compensation issues to supervisors and managers;

ANDProficiency in Microsoft Office Suite, specifically Outlook, PowerPoint, Excel, and Word.OR

A Bachelor's degree with a focus on business, human resources, social or organizational behavioral sciences, or a related field.

ANDThree (3) years of experience making position allocation determinations and providing consultation related to classification and compensation issues to supervisors and managers.Proficiency in Microsoft Office Suite, specifically Outlook, PowerPoint, Excel, and Word.OR

Any combination of relevant experience and education totaling seven (7) years.Proficiency in Microsoft Office Suite, specifically Outlook, PowerPoint, Excel, and Word.**NOTE : Professional applicable experience can substitute for degree requirement on a year-for-year basis.

Preferred Qualifications:

Preparing classification and compensation biennial collective bargaining proposals for submission to OFM State HR.Collaborating with agency management in drafting new or revised classification specifications.Consulting with agency management and executives on reorganizations.PHR/SPHR or SHRM-CP/SHRM-SCP Certification.

Social SecurityAll state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

HolidaysFull-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick LeaveFull-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note:

Most agencies follow the civil service rules covering leave and holidays for

exempt

employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military LeaveWashington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement LeaveMost employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
