Our Human Resources Division (HRD) is recruiting for a detail-oriented critical thinker to join our team as the Classification and Compensation Manager.

We are one of the most public facing state agencies and the second largest revenue generating agency in Washington State. We regularly interact with over 6 million Washington residents and collect more than $3 million annually. Duties

Reporting to the division Deputy Assistant Director you will be responsible for the management and integrity of classification and compensation for the Department of Licensing. Using a proactive, visionary approach you will serve as the agency expert in establishing clear and consistent classification and compensation standards for the agency. You will hold delegated authority to make final allocation decisions on classification actions agency wide and represent the department in classification appeals before the State HR Director's Review hearings and the State Personnel Resources Board. Your ability to communicate clearly and effectively to all levels of partners will be key as you provide advice, guidance and counsel on the best classifications and qualifications to meet their business and organizational needs.Some of what you will do:

Manage the agency's classification and compensation plan, policies and procedures to ensure appropriate allocations and compensation, consistency, equity, and effectiveness.Develop classification and compensation proposals for new or existing job classes.Develop, update and implement the agency's classification and compensation policies and procedures.Coordinate salary recommendations for WGS, ITPS, and WMS positions, ensuring internal alignment and equity.Assist in yearly review of WMS and EMS compensation and salary requests.Develop and submit proposals for new and current classification specifications.Do you the ability to independently

Qualifications

What you will bring to the position (Required):

Four (4) years of classification and compensation, position allocation, salary administration or related experience.One (1) year of experience making complex allocation decisions.Demonstrated experience submitting or supporting submission of classification proposals.Experience analyzing, interpreting and applying Washington State Civil Service rules, RCWs, federal and state guidelines, organizational policies and procedures, and collective bargaining agreements.Demonstrated competency at utilizing strong analytical skill in solving problems and implementing solutions.Demonstrated ability to engage a wide variety of stakeholders at all levels to build a business case for implementation a solution or change.Highly developed and demonstrated interpersonal skills.Ability to:

Analyze and absorb compensation, benefit and labor relations issues and data to determine statewide impact.Create and present complex information, analysis and research to technical and non-technical audiences.Influence and communicate effectively when recommending and implementing classification and compensation decisions, policies and procedures.Obtain the cooperation of other agencies and labor organizations, establish effective working relationships and work cooperatively, collaboratively and productively when meeting with others.

Experience can be gained concurrently.

Up to two (2) years of relevant education may substitute year for year for experience.(Associates degree = 2 years Bachelor's degree = 4 years)

What may help set you apart (Preferred):

Bachelor 's degree in human resource management, business administration, social or behavioral sciences, or closely related field.Specialized compensation training such as IT Classification.Knowledge of WA State and Federal Overtime guidance and regulation.Advanced knowledge of effective principles and practices of effective human resources management and Washington state budget processes and organization.Additional Requirements of Employment:

Retirement and Deferred CompensationState Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social SecurityAll state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan ForgivenessIf you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

HolidaysFull-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note:

Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick LeaveFull-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note:

Most agencies follow the civil service rules covering leave and holidays for

exempt

employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military LeaveWashington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement LeaveMost employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
