Job Responsibilities

The Senior Accountant/Fiscal Analyst performs professional accounting duties of moderate to high complexity related to state financial reporting, fiscal analysis and agency budget management. Prepares and verifies routine and ad hoc financial reporting, statements, and reporting for varying stakeholders in accordance with agency financial controls and reporting procedures. The job duties of this position include but are not limited to the following:

Reviews for accuracy and approves in a timely manner agency accounts payable documents. Ensures expenditures are allocated to the proper cost categories prior to approval and have been property budgeted for in agency departmental budgets. Creates journal entries in SAP to correct any mistakes made in the cost information of documents. Coordinates with agency department heads, vendors and the Comptroller General's Office to resolve any issues related to agency accounts payable documents.Responsible for the month end closing process of the agency's accounting cycle. To include expenditure and cash reconciliations, documentation of receivables owed to the agency and payables owed by the agency, updating attendance, revenue and lease spreadsheets, the creation and posting of accrual journal entries to the general ledger and the creation of accurate financial statements to be used by agency leadership. Assists CFO in the fiscal year closing process.Serves as a Program Administrator for the agency's purchasing card program. Documents new user requests and ensures cardholders are following agency's purchasing card policy. Ensures all required documentation is collected from agency cardholders before monthly Bank of America bill is paid. Serves as liaison between agency, Bank of America and the Comptroller General's Office to resolve any issue or conflict that may arise from a user's purchasing card.Create and maintain accurate year to date expenditure and revenue reports/forecasts to be used by agency leadership. Create and maintain budget reports for each agency department and send them to department heads monthly. Work with department heads to resolve any budgetary discrepancies. Assist leadership in the preparation of the agency budget; create expenditure and revenue projections for use in the agency budget. Responsible for the accurate and timely load of agency's state budget into SAP.Ensures agency is adhering to proper State of South Carolina procurement regulations. Will serve as agency's shopping cart approver, creator of state purchase orders, goods receipt, and initiates requests for proposals that exceed the agency's authorization.Assists Chief Financial Officer with state reporting requirements. Assists the Administrative Services department as required by the Chief Financial Officer.Minimum and Additional Requirements

A bachelor's degree in accounting, finance, business, or a related field and professional experience in a related area, such as accounting, auditing, finance or banking. Experience with a modern enterprise accounting application such as SAP.

ADDITIONAL REQUIREMENTS:

Knowledge of the agency's mission, policies and operations. Knowledge of state and federal laws, rules and regulations as they pertain to the accounting/financial activities of the agency.Knowledge of governmental fiscal policies, practices and procedures.The ability to plan, organize, and follow accounting policies and procedures as well as communicate effectively are required.Applicants indicating college credit or degree(s) on the application will be required to bring a copy of college transcript to the interview.
