About the Position

The Neighborhood Services Department seeks a highly motivated and experienced Emergency Services Coordinator with education and experience in emergency management to join its dynamic team. About the Division

The City of Goleta's Emergency Management Program is a division of the Neighborhood Services Department and works to prepare the City and its residents and visitors in the event of disaster, working to ensure the City remains open for business during changing and uncertain times. The division works actively to prepare residents, visitors, and local businesses to respond to emergency situations, and it also oversees the City of Goleta's Community Emergency Response Team (CERT) program. Examples of Duties

Provide exemplary customer service to all individuals by demonstrating a willingness to be attentive, understanding, responsive, fair, courteous and respectful, and to actively participate in maintaining a positive customer service environment.Plans, formulates, promotes coordinates and implements programs for emergency management for the City of Goleta.Lead, oversee and implement the City's CERT Program.Lead, oversee and coordinate emergency management activities including developing, implementing, and maintaining the City's emergency preparedness and disaster relief programs; advise City leadership during critical events, crises, and disasters.Develop relations with outside organizations including local, state and federal organizations, American Red Cross, City School Districts, and utility companies; maintain close working relationships to ensure rapid and coherent response in emergency situations.Researches, develops and maintains written comprehensive emergency plans.Oversee and direct a variety of emergency related community education programs including disaster preparedness programs.Coordinates the development of department response plans.Conducts technical studies in disaster planning and analyzes potential disasters within the City.Plans, organizes, directs, and reviews and evaluates the work of assigned staff and volunteers.Provides administrative support to the Department Director.Assists department heads, city officials, governmental agencies, volunteer organizations and the public in emergency management activities.Administers, coordinates and presents emergency preparedness training, education and public information programs for City employees, volunteer groups and local civic organizations.Responds to public inquiries regarding city-wide and personal emergency preparedness.Participates in activities of various disaster planning committees and councils.Performs emergency management tasks requiring government action during disasters and major emergencies and acts as liaison with volunteer, state and federal agencies.Prepares grant applications and reimbursement claims for disaster funds recovery with the Federal Emergency Management Agency.Develops exercises to test plans and standard operating procedures for city staff annually.Ensure city staff are familiar with the State Disaster Service Worker program and that staff are properly trained in basic ICS roles.Maintains administrative records and inventory of disaster equipment.Prepares budgets for Emergency Services.Other duties as assigned.

Education:Equivalent to a Bachelor's degree from an accredited college or university with major course work in public administration or a related field.Experience:

Two years of increasingly responsible experience performing emergency management activities.Knowledge and Abilities

The four phases of emergency management: mitigation, preparation, response, and recovery.Multi-discipline field emergency operations management, including police, fire, emergency medical services (EMS), Red Cross, and public works.City-wide services and processes related to assigned programs.Principles and practices of supervision and training.Public safety response and coordination.Disaster management and recovery.Principles and practices of emergency management program development and implementation.Concepts of emergency management at all levels of government.Intergovernmental relations and political processes.Methods and techniques of disseminating information and soliciting public support.Recent developments related to emergency management programs.Principles and practices of social media platforms (i.e., webpages, Twitter, Facebook, Instagram, YouTube) used for the delivery/receipt of information, marketing, public messaging, and emergency notifications.Basic procedures, methods, and techniques of budget preparation and control.Modern office equipment including computers and applicable software applications.Pertinent federal, state and local laws, codes, and safety regulations.Ability to:

9/80 WORK SCHEDULE:

Optional and subject to Department Director approval.HYBRID WORK SCHEDULE: Subject to approval. Employees must work a minimum of two days in-person, allowing up to three days remote,HOLIDAYS:

13 fixed holidays (at 8 hours each); one floating holiday (8 hours).VACATION:

Annual vacation leave accrual of 88 hours and up to 176 hours after 15 years of service with a maximum accrual of 320 hours. Pursuant to eligibility requirements, employees may have the option to cash out up to 100 hours per fiscal year.SICK LEAVE:

Sick leave accrual of 12 days (96 hours) per year with no maximum accrual.MANAGEMENT LEAVE:

80 hours per fiscal year, allocated on July 1st and prorated the first year based on date of hire.BENEFIT PLAN:

The City provides a monthly Flexible Benefit Plan allowance of $1,460.00 for the payment of health, dental, and vision insurance premiums through the City's benefit program or $1,033.34 for participation in a qualified plan elsewhere.LIFE INSURANCE:

Benefit level equivalent to 1x annual salary to a maximum of $200,000. Premium paid by City.RETIREMENT PLAN:

The City participates in the California Public Employees' Retirement System (PERS) and does not participate in Social Security. New PERS members receive 2% at age 62, average of 3 years' final compensation benefit level and contribute 7.75% of their salary to pension costs. Classic members receive 2% at age 55, single-highest year benefit formula and pay 7.00% of their salary toward pension costsLONG-TERM DISABILITY:

The City of Goleta will pay the difference between any benefit the employee receives through state SDI or other City-offered group disability insurance plan and 100% of the employee's base salary (not to exceed ten weeks for pregnancy disability and not to exceed six weeks for parental bonding).TRANSPORTATION DEMAND MANAGEMENT PROGRAM
