Salary Grade: NC22The Primary Purpose of this position:This position develops and prepares formal solicitations for statewide services, complex material and equipment in accordance with statutes, administrative code and policy. Posts and monitors all formal bids on the Interactive Purchasing System. This position receives, reviews and processes requisitions from all divisions of the Department, the Industrial Commission and the Office of State Fire Marshal. The position awards contracts within delegated limits or coordinates approval with the Department of Administration (DOA) and the Department of Information Technology (DIT) as required. The position communicates with internal clients in the development of projects, planning of procurements and scheduling of procurement activities. Ensures timely arrival/delivery of materials and products.
Reviews requisitions below the formal bid threshold and determines appropriate supply source in adherence to procurement related statutes, administrative codes and the purchasing manual. Maintains files and ensures files are compliant with rules. Position trains agency employees using the E-procurement system on the purchasing manual and policy. This position updates the North Carolina Financial System (NCFS) and Bank of America's Works database and maintains files regarding the issuance/re-issuance/termination of the P-Card. Trains employees who are issued a P-Card on the P-Card manual and policy. Completes the Historically Underutilized Business (HUB) report quarterly for DOI and the procurement plan for the Department as required by DOA. Updates the purchasing and P-card manuals as needed to implement any changes established by DOA. The position consults with the CFO, budget officer and program managers to ensure timely procurement of equipment and supplies for new staff and programs and to meet procurement deadlines imposed by budgetary requirements.
This position supervises three full time positions. Work plans and appraisals are reviewed and completed on an interim and yearly basis through the NCVIP program.

Minimum Education and Experience Requirements
Bachelor's degree in business from an appropriately accredited institution and five years of progressive procurement experience, one year of which must be of a supervisory nature; or an equivalent combination of education and experience. Necessary Special Requirements Completion of the North Carolina Contract Management Certification Program within one year of hire into the position.
