Come Join Our Team!The North Carolina Department of Administration (NCDOA) Division of Purchase & Contract is seeking a motivated, enthusiastic, and skilled team member responsible for independently developing and preparing specifications, drafting and managing contracts, and conducting negotiations as required for complex formal solicitations and agreements. This position is also responsible for assisting with the development and execution of procurement strategies for statewide strategic contracts that are designed to maximize customer satisfaction and minimize cost for the assigned complex categories.Key Responsibilities:

Independently develops and prepares specifications, draft and manage contracts, and conduct negotiations as required for the most complex formal solicitations and agreementsProvides review of Agency draft documents with Agency to ensure the requirements and specifications are correctly reflected in the solicitation packet; Incorporates the Agency's feedback as appropriateAnalyzes bid responses to determine the most responsive and responsible bidder to optimize total cost of ownership for the State; Verifies that bids are responsive; Determines the degree to which an offer is responsive and recommends a course of actionEnsure state term contracts within the category are effectively managed to continue to deliver value and meet business needsPerforms assignments independently at full working level with direction from Supervisor for policy, non-routine, problematic or sensitive situations.Develops procurement plans by reviewing previous history, market conditions, and specifications or technical data packages for new or renewal contractsCollaborating with procurement professionals at all levels on emerging procurement issues that directly impact the Division, its customers and vendorsAssisting with development and independently delivering formal training to Agency procurement professionalsDivision/ Department OverviewThe Department of Administration serves as the business manager for North Carolina state government and provides leadership to state government agencies for the effective, efficient, economical and equitable delivery of services to the public. The department also provides assistance and services to several advocacy programs that serve diverse segments of the state's population that have traditionally been underserved. The agency's mission directs departmental efforts to: acquire, develop and maintain properties and facilities; create and operate an efficient system to purchase and dispose of goods and services to meet the needs of government agencies; provide excellent operational services to state employees; achieve fair and equitable opportunities and representation for various segments of the population that have special needs; and to provide administrative support to independent state government agencies.

Five years of progressively responsible experience in the area of procurement specifically related to strategic sourcing, including experience with vendor management, solicitation, evaluation and negotiation of contracts.NECESSARY
