About the House of Representatives:
The House of Representatives (House) comprises half of the Washington State Legislature and is made up of 98 members elected to serve two-year terms, representing 49 legislative districts. The House employs approximately 240 full-time year-round staff and 100 temporary session staff and interns. Staff workgroups include, nonpartisan staff, Democratic Caucus staff and Republican Caucus staff. The Legislature meets annually on the second Monday in January on the capitol campus in Olympia. Regular legislative sessions take place January through March in even-numbered years and January through April in odd-numbered years. Special legislative sessions occur as needed.
Our workplace is on the beautiful capitol campus in Olympia. The 486-acre campus includes the Legislative Building and other historic structures, as well as popular parks and trails with views of Capitol Lake, Budd Inlet, and the Olympic Mountains.

Position Profile:
This is a nonpartisan position within the Human Resources Office that is responsible for providing consultation on a wide variety of human resource issues in accordance with House policies and rules, HR best practices, employment law, collective bargaining agreements, and the highest ethical standards. This position is also responsible for fulfilling the HR Director's responsibilities in their absence.
This is a senior-level position within a small and collaborative team of human resource professionals committed to getting the job done.
How You'll Be Expected to Contribute:
The primary function of this position is to provide expert level consultation on HR-related matters with employees, supervisors, and Members throughout the House, which may include, but are not limited to :
Collective Bargaining which may include:
Data analysisConducting grievance hearings and providing written decisionsInvestigations and Corrective/Disciplinary Action which may include:
fact finding discussions with management, supervisors, members, and staffpreparing oral or written reports for the appointing authoritydrafting and/or editing corrective action memoranda, disciplinary letters, and other communication

Bachelor's degree with focus on human resources, social or organizational behavioral sciences, or related field
ANDFive (5) years of broad-based professional human resources experience including facilitating/mediating conflict, advising and consulting with supervisors and managers regarding human resource issues, writing policies/procedures, facilitating learning, and conducting investigations.Note : Equivalent experience may substitute year-for-year for education requirement.
Required Knowledge, Skills, and Abilities (KSA):
Demonstrated ability to research, and present data in a variety of forms; support recommendations with facts; interpret rules, laws, policies, and procedures.Skilled in compelling communication and interpersonal skills.Ability to partner with customers and team-members to identify and resolve complex or sensitive issues.Must have intermediate ability to operate the following computer programs -

in-state telework with an expectation to have an onsite in-person presence when requested.
