WHO WE ARE

The Montgomery County Board of Elections (BOE) is responsible for administering Federal, State, and County elections within Montgomery County. We are the largest jurisdiction in the state of Maryland, with approximately 750,000 registered voters with the largest number of mail-in ballots cast, 58 vote-by-mail drop boxes, 14 early voting centers, and 232 polling places on election day. The work of the Board of Elections is governed by Federal and State legal framework, Maryland State Board of Elections regulations, and county regulations and procedures.

WHO WE ARE LOOKING FOR

The Board of Elections is seeking a candidate with election administration experience and the ability to organize and direct a complex program, implemented in a dynamic environment. The individual selected for this position will oversee the implementation of the vote-by-mail program, recognized as one of the most intricate initiatives within election administration. This program comprises numerous interrelated elements that necessitate strong planning and organizational capabilities, as well as the foresight to anticipate changes and devise contingency plans. The candidate will report directly to the voter services manager and will be tasked with the analysis of vote by mail data. This role involves recognizing and implementing diverse strategies, as well as offering guidance and direction to a growing team of staff members. In addition, the candidate must have the ability to follow/monitor numerous legislative changes, and design and operationalize those changes by altering the pertinent aspects of the Vote By Mail Program.

What You'll Be Doing

The employee will

be responsible for organizing and directing various aspects of mail-in voting, to

include:

Monitoring and directing temporary personnel, ensuring efficient and accurate processing of mail-in ballot applications, and instituting necessary quality controls as needed. Responsibilities will include both domestic and UOCAVA applications.

Ensuring the prompt and accurate processing of returned mail-in ballots within legal deadlines. Responsibilities will also include collecting, analyzing, and reporting data to the Manager to be presented in the media engagements, public announcements, or monthly Director's Report. It is crucial to report progress information and relevant statistics promptly and accurately to maintain public confidence in the election process.

Recruiting, training, organizing, providing on-site guidance, and overseeing the bipartisan teams tasked with the canvassing of returned mail-in ballots. Canvass Teams are comprised of up to 100 volunteers who process all returned mail-in ballots to enable timely certification of the election results.

This position will also be responsible for specialized assignments that include Ballot proofing, Audits, Nursing Homes and Assisted Living Facilities Program, and candidate filing. Ballot proofing responsibilities require organizing and training bilingual teams to proof hundreds of ballot styles for each election. The employee will assist with a comprehensive pre-certification audit and manual post-election audit and provide support for candidate filing before submission to the Maryland State Board of Elections. Implementation of the Nursing Homes and Assisted Living Program will require overseeing staff that coordinates implementation of the Program at over 60 facilities with a team of 20 election judges.

The complexity of this position requires significant knowledge of federal and state election laws and regulations, the ability to operationalize these requirements to address the volume of mail-in ballot requests, the variety of procedural scenarios and the ability to train temporary staff and volunteers and serve as an on-site expert to direct the team.

Minimum Qualifications

Experience:

Considerable (3 years) of professional election experience, organizing and directing multifaceted programs.

Education:

Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency:

An equivalent combination of education and experience may be substituted.
