Location: Remote (preferable in Jacksonville, FL but will consider all candidates)

Part Time Position

This position supports the Naval Sea Systems Command (NAVSEA) Deputy Commander, Total Force/Corporate Operations (SEA 10).

NAVSEA is the Department of Navy's (DON's) central activity for designing, engineering, integrating, building, and procuring U.S. Naval ships, shipboard weapons, and combat systems. NAVSEA's responsibilities also include the maintenance, repair, modernization, and conversion of in-service ships and their weapons and combat systems.

The candidate will provide analytical support to SEA 10D, Enterprise Civilian Human Resources. The Office of the Director, Civilian Human Resources (DCHR) serves as the principal HR advisor and final technical authority to COMNAVSEA and within the command on enterprise civilian human resources issues. Offices within the DCHR include: Staffing Classification & Compensation, Enterprise Recruiting and Veterans & Wounded Warrior Programs, Command Awards Program and Injury Compensation Management, Enterprise Talent Management, Workforce/Leadership Development, and Enterprise Human Resources Data Analytics.

The contractor is the Workers' Compensation Manager (Lead Analyst), developing, maintaining, and managing the full scope of Federal Employee Compensation Act (FECA) Program for the Naval Sea Systems Command's (NAVSEA) six closed Naval Shipyards.

Duties and responsibilities include:

* The designated point of contact for processing and managing data necessary for complying with Department of Labor, Office of Workers' Compensation Programs (OWCP) requirements for Naval Shipyard workers with occupational injuries or illness. Implements all matters of the program, including recommendations for claim(s) investigations, settlements, medical opinions/reports.

* Knowledge of Federal Employees Compensation Act (FECA), Navy regulations, U.S. Department of Labor (OWCP) guidelines, and other Federal Employees Publications for injury compensation, to ensure claimants are receiving proper and correct entitlements to benefits.

* Processing and management related to workers' compensation injury claims, and other matters covered by the statute for Federal civilian employees.

* Prepare documentation, processing claims, provide guidance and regulatory advice, monitor annual filings and other artifacts to support the breadth of the FECA requirements.

* Interacts, provides case analysis, and findings to Office of Workers' Compensation (OWCP) Claims Examiners relevant to injured workers case developments. The Workers' Compensation Manager responds to all personnel data requested from the Claims Examiners from past employment history.

* Review quarterly chargeback costs and data for each shipyard to ensure accuracy. Strategize to achieve cost savings for the Department of Navy Workers' Compensation Program. Report erroneous or questionable costs to OWCP and NAVSEA Command.

* Provide high-quality customer service.

Required Skills and Experience:

* A minimum of 8 years working experience providing FECA support.

* Strong familiarity with Department of Defense (DOD) and Office of Civilian Human Resources (OCHR) personnel programs.

* Excellent oral and written communication skills. Strong Customer Service skills.

* Ability to work under direction and independently, be self-motivated, and result oriented.

* Ability to multi-task and organize work and schedules to adjust to multiple and evolving priorities.

* Detail-oriented and exhibit creative problem solving skills.

* Skill with MS Office applications (Word, Excel, PowerPoint, SharePoint, Teams, etc.)

Degree Requirements:

* Bachelors Degree or relevant work experience.
