Overview

The City of Gresham is accepting applications for an experienced code professional to join the Building Division as a Plans Examiner. Strong candidates will have demonstrated knowledge of the applicable codes and exceptional interpersonal communication skills to effectively work with citizens, contractors and coworkers. This position plays a prominent role in promoting the City's organizational value of public service through continuous interaction with the public concerning plan review activities for the construction, alteration, or repair of residential, commercial, and industrial buildings.

We offer a robust benefit package that includes several options of medical/vision and dental plans, with minimal employee premium contribution. The City participates in the Oregon Public Employees Retirement System (PERS) and pays for the full contribution. This position is represented by the Teamster's Local 223. What you will get to do and qualities we are looking for:

Working as a Plans Examiner, you will review commercial, industrial, and residential plans for building code compliance including structural, mechanical, electrical, plumbing, fire and energy code requirements. This role identifies plan deficiencies and notifies applicants of required alterations. You will approve plans for issuance. Determining the value of buildings for permit fees and approving building permits are also typical aspects of this position.Given that this position interacts with a variety of stakeholders, we desire someone with collaboration abilities. Using your collaborative skills, you will have opportunities to serve as a liaison with the fire department to ensure fire and life safety codes are met, as well as meet with builders, owners, and architects, as needed, to clarify and resolve issues and/or complaints.Attendance at pre-application conferences for coordination of development permits is necessary and you may be assigned as the primary contact for project process and coordination.We are seeking someone with solid interpersonal and communication skills to provide assistance in person and on the phone to customers regarding code language and interpretation. Your effective written communication abilities will be utilized to prepare reports and correspondence to internal and external customers clarifying issues, processes, questions, and other things of that nature.The Plans Examiner researches code issues for plan review and for the information of customers and the general public. You will attend internal and external training sessions to stay abreast of codes, manufacturer's information on installation methods and performance of products. Field inspections for both commercial and residential codes will be conducted by this individual, while assisting with residential plans review as necessary.Ideally, we are seeking someone who is collaborative, team-oriented, and has excellent communication skills for interaction with a variety of stakeholders. We value your attention to detail and ability to be self-motivated. The nature of this position requires a high level of professionalism, strong critical thinking skills and flexibility.Qualifications

Candidates will have knowledge of:

State of Oregon Structural, Mechanical, Electrical, Plumbing and Fire Specialty codes, city codes and other applicable standards and codes.Inspection techniques and practices.Commercial construction materials and methods of one or more construction trades.Occupation hazards and safety precautions applicable to the construction trades.Engineering principles related to commercial, industrial and residential codes.Candidates will have the ability to:

Read and interpret plans, specifications, and drawings.Prepare and maintain accurate and concise records and files.Perform accurate plans review.Ability to communicate effectively with builders, contractors, and the general public.Operate and enter information into a city computer and computer system.Physical ability to perform the essential functions of the job.

Minimum Qualifications

Associates degree or two (2) years of college coursework in a Building Inspection Technology Program or related trade/technical coursework

-OR-Bachelors degree in Architecture, Engineering or a closely related field

-AND-

One (1) to four (4) years of full-time construction experience, jurisdictional work experience, or other experience working in a related fieldValid Driver's LicenseGood driving record (according to our driving matrix shown below)Any equivalent combination of three (3) to six (6) years of qualifying education, training, and/or experience which provides the applicant with the knowledge, skills, and abilities required to perform the job will be considered.
